I have done a mission for all my agents since turning down an offer. Previously that would have been enough to trigger a new offer, usually right after downtime.
For 2 days running now, no offers for any of my multiple agents have appeared. And i believe i can guarantee I wont get an offer from any of them until at least after tomorrows downtime. If a 'primed' agent doesn't give an offer after downtime, then he wont for the rest of that day 
Have we had a stealthy change/nerf?

I always have offer in short time to 5 days delay

Remember, you need to do another mission after refusing a offer to get another offer, and the offer appear after a random amount of time... -----------------------------

It sometimes takes my agents several days to get around to giving me an offer- one of the reasons the few good offers left pay so well (ie, last connections skillbook fetched 160mil) is that it's such a pain to get the agent to actually give the offer: on average 2-3 days between offers, and a large number of money-losing offers in the database.
If they ever reform the system so you go shopping with LP, or even get offers at a fast rate, the value of the books and implants will drop. It's the low supply that keeps the prices up.
As with most things in eve, it's the boredom/reward tradeoff. You want to have fun, you make less money. You want money, do something less challenging.
On the extremes you have high sec stripmining (extreme boredom/high reward), and PVP (high excitement/negative reward on average).
Actually the true extreme boredom high reward activity is in-demand T2 production:).

i havnt had an offer from my lvl 3 agent with 15k lp yet, used to get one every day tho.. i think its broken --- When It Absolutely Positively Has To Be Desotroyed. |

Are you sure you need to do a mission to get a new offer? I'm pretty sure I declined an offer involving smuggling for an agent I no longer deal with then got another offer a few days later without visiting them... I could be wrong though :) I am a noob after all :)

The design for agent offers was explained in excruciating detail before the advent of the apocalypse, err, Exodus. I'll paraphrase once more: you can expect an agent offer within five days of running a mission for an agent, provided the agent has offers available to cash out your LPs.
If you got one every two days before, you had a stroke of luck. Those do run out. But that's hardly unusual and no reason to scare the chickens. JP Beauregard
