As it says on the Title
Requirments:
 Must be focused on sub cap skills (no interest Cap skills at the moment)
Must have almost no wasted skill points (Like it says on the title)
Perfect Armor/Shield skills
Good T3 Skills
Good Gunnery/Missile skills
I am willing to spend a little more if more skills have been trained to a higher degree.
Thanks for reading. I am open to PMs in game aswell.
