I know that can baiting is not allowed in noob systems, but since i started this toon i-¦ve noticed duel baiting and making oneself flashy orange to get easy kills is this allowed in noob mission hub systems.
Are the Noob starter mission systems policed by GM-¦s or do they rely on Rookie chat?

Duel Baiting and suspect baiting I believe should be treated the same as can baiting in rookie systems. You are attempting to trick a new player into a one-sided fight so you can get leet peeveepee killz. GM's do not take kindly to any sort of new player abuse in Rookie Systems. The GM's do not actively fly around the systems, but do keep a close watch on what happens I wear my goggles at night.

Afaik this is the list of systems where ccp actively discourage standard eve behaviours.
Petition is probably the best method of dealing with this, you won't get an 'action taken' reply just like you don't for reporting suspected botters/rmt'ers |

Well, what if you would catch a yellow flag for lulz, sit on a station with a battleship that has good reps and allow yourself to be attacked, without actually causing (fatal) harm to players? I mean... it's that everbody is too busy collecting coins to do lulzy stuff like that but the sandbox should allow for it. Instead of letting CCP hold the newbies hands we might try some policing of your own a little, and gank the twerps that bait easy kills to pad their boards. It's us that's the problem, not the mechanic itself. |

I doubt if they will get involved anymore because it isn't a can which was a true low blow because even the old pop up box would be kinda hard to understand for a complete newb.
What part of DUEL is hard to understand? ..and why should a guy on day one not have an opportunity to fight and meet a vet? I know I fought someone on day maybe 2 or 3 and knew beyond a shadow of a doubt I was going to die but I also knew I would learn a lil something.
There's also a safety now. If you take that off why is it a GM's problem? Green, yellow, red is taught to everyone as a child...green= safe, red=not safe...yellow=floor the gas pedal.
Suspect bait? You shot someone and were surprised they shot you back? If you pulled the trigger you wanted the fight.
I'm no fan of rookie system ganking for no reason but I can't say I wouldn't do this to see what the new blood coming in looks like and if there are any new guys who can take a loss well and I can use for things so they don't feel like they have to pick mining or missions like the tutorials pretty much steer you towards to make isk. |

It's CCP's standing policy, to stop new players from ragequitting 20 minutes into the tutorials. It helps them make money and improves player retention. I agree with the first part of your post but I do not agree with your last sentence.
Player retention is fine, if it weren't be wouldn't have growing subs, even after 10 years. People who play and decide it's not for them is also fine, there's nothing wrong with people going "eewww, nope", you don't have to please anyone. In fact you don't WANT to please everyone.
So yes, newbies in starter and career systems are off limits and tbh it's beyond sad for people to go for them. Before the crimewatch and ship changes I would make 2 alts, put them in ospreys in career systems, mining in a belt hoping to catch a can flipper. One osprey tanked with massive tackle and neuts, the other for for RR. You catch some funny stuff that way, AFs Dramiels and whatnot.

Yeah, I know the rules the way they were but can we really say the rules aren't 100% clear these days in addition to duels and the crimewatch flags being their new hotness? You're not trying to trick them the rules are very easy to understand these days.
Trust me I couldn't care less about killmails or padding a board with a mess of velator ganks....I'm really just curious if the old rules for can flipping and suicide ganks apply to flags and duels. I wouldn't think they would. What if a rookie system is on my route while suspect baiting around town and I get shot giving me a LE flag for a newb?...I'm supposed to let those guys slide or risk getting yelled at by a GM? Why?
Even at the station if some dirty bird wanted to sit there with a suspect flag on what's the harm? It's better to learn about flags early than waiting until they're in the first BC they can't afford to loose. On the dueling note, what if some of these new players join specifically for pvp? You don't think they would want and expect to see pvp opportunities everywhere? Not every noob cares about loosing and comes in expecting it.

All noob systems are dead ends....so no route will take you through one
And even if you went in with a suspect flag and get shot at (and shoot back) you are not tricking people by sitting in system spamming newbs with duel invites or getting deliberate suspect flags on the undock.
Its the specially tricking people into it that is illegal, not a single random encounter.
EDIT:
Also crimewatch for newbs isn't clear. Even with safety green you can shoot a suspect as the safety system is there to PREVENT suspect/criminal flags. Shooting a suspect doesn't give you either. So it is basically the same as stealing from a container, the other party can just shoot back. So being complete new means you likely don't have an idea on what is going on.

As an older player you should know that:
For GM responce there are petitions.
And
Rules are made so that GMs can deal with them on a case by case base. When in doubt if it violates a rule, dont do it.
And you say that when you started the game you from the first second knew what you can and cant shoot etc. As that is what you are saying. If you toom the time to watch rookie help you would have seen that the following qusstions come up regurly:

Yep, the first day I played I undocked and saw a yellow thing in space that said something like "free stuff for noobs". I clicked on it and read that it was a crime against someone's corporation to take that stuff....then I looked around the station. Low and behold there was something called a Jaguar just sitting over where the ships where comming out. I didn't take what was in that can but I sure as hell did figure out what a Jaguar was and how to kill it. That little test was a day or two later in Egghelende where I got rocked but lasted more than 3 seconds which is all I was going for. I went to the newb system to look for that guy before I left for low sec but alas he wasn't there to face the wrath of my craptacular Tristen. I have to say I would have rather fought the jag than getting gangbanged in a belt.
I wouldn't bother a GM about what I do. If it's rule breaking then it's a good rule to be broken if done for the right reasons. If I send out 30 duel requests to different people I can clearly see are new and running those god awful tutorials as I pass through and a few wowtards get mad because they no likey pvp screw 'um. I want the 2 people that open a convo and want to do it but don't understand how to fit and fight yet. (Had to add yes I would give them some basic help then let them apply it all the way to their grave to see how they took a loss...then probably either laugh at their tears or reimburse the ship with some more adivce.)
You're not one to protect people when the rules are clear....you gettin soft or somethin? This isn't about tricking and can baiting it's about shooting suspects and duels (they really are very clear with the duel pop-up it was done well and anyone who thinks they can shoot someone without being shot back is just a liar that's common sense).
...and no rookie chat for me. The dumb that flows out of there is staggering and reminds me reading is almost a lost art. |

Not as dumb as your agruments. Rules clearly state that tricking newbs into fight is against the rules. The can flipping is only given as an example.
If you go to noob system just say in local "who wants to try to PvP in a duel" then it is not tricking people. Only those that contact you are the ones you want. Spamming duel invites is tricking people as there are people who will accept it with knowing what they did accept (I agree that those are just stupid, but CCP cant patch stupidity out of the game). Backing out of what? I don't think using the new features in the ways I described is breaking any rules. I'd like to see them answer us, too. And maybe update the rookie system evelopedia page as well as the greifing page to cover crimewatch and duel mechanics? |

There's a lack of clarity in the dueling window text that's significantly more of an issue than whether or not it's okay to duel newbies, new players aren't minors, they are typically adult men and if they want to consent to be blown the hell up in a video game then it's their choice to make.
The real problem is that the message that the duel dialogue has in it is not clear, at all, in fact it's kind of flowery and avoids mentioning very much about what accepting a duel request will actually do. It mentions limited engagements, which barely anyone knows what that actually means, it says there can't be any interference, which is flat out untrue and it doesn't contain any kind of warning about ship loss or pod killing.
It doesn't matter if newbies get blown up or where they get blown up or by who or what they get blown up. This is a game about blowing up spaceships, you lose spaceships and that isn't a bad thing. What is important is making it so that new players don't get blown up in ways that are offputting; IE under conditions where they don't know what the hell just happened because the piece of text that was meant to tell them something important was written by an idiot.
There should also be tutorial content that tells people how this crap actually works.
If atrocious game design and the NPE like this actually got fixed and you could reasonably expect a day old player to know what pressing the accept button will do then you don't need stupid rules about rookies and what the hell ever and we can get the GMs away from telling people what they are and are not allowed to do in a sandbox game and get them back to fixing stuck POS modules, reimbursing things that blew up for no reason, clearing out my giant pile of payable bills for wars against corporations that no longer exist and other stuff that matters to people who are already paying customers. |
