6x 425 II, any launcher with defenders 1x ab, 3x CPR II 1x L Dark blood rep, 4x hardners, 1x CPR, 1x wcs
what you think, im pretty sure this will work though

drop the wcs and add another cap relay. 4 hardners + 6 425mm rails + large rep will eat your cap pretty quick.
1 wcs offers no guaruntee that you'll be able to get away and weakens your setup. However you might consider a stasis webber, which will make the little fast orbitting ships (which do all the scrambling) a real easy kill for your heavy drones.
The rogue drone scramblers on level 4s take along time to kill even with 10 heavies drones, cos they orbit so fast, and a webber solves this problem and they die almost instantly.

1 wcs = you can get away from any number of tacklers.

hehe well you go and do the level 4 Infiltrated outposts mission relying on your one wcs to get you out safely. I'd be interessted to hear how you do :)
If you cant kill the small ships comfortably, then the harder level 4 missions will tear a BS apart easy. If you can kill small ships comfortably - you don't need to fit a wcs.
Its just my opinion - but if you are using a BS to do mission - you are using it for its killing power not its ability to run away.

i have been doing lvl4s, trust me, 1 wcs is enough

Well you asked about your setup, and I told you what in my opinion is weak about it. I'm not here to argue with you :) Webber really helps

Hardeners is the Key to lvl 4; get Shadow Serp etc.. 55% resist with 24 less cpu than T2 and 12 less than N-Type. For Rogue drones & Mercs go with 5 Hardeners (2xkin, 2xtherm and 1xem) Don't waste a slot with a wcs; fit another cpr.

Just noticed the ab... don't bother with this; fit either another cap II and then a mag stab 2 in low or use a tracking comp.

I personally use:
7x 425mm rails, 1x med smartbomb 1x tracking comp II, 1x Sensor Booster II, 2x Cap Recharger II 2x hardeners, 1x med and large Repair II, 3x Cap Power Relays
The smartbomb is kinda redundant. It's useful in some situations but...interfers with my drone use. I am thinking about replacing it with some sort of launcher.
As for the tank, I can run everything forever without running out of cap (with my skills). I usually just leave the med repair on all the time and kick on the large when I need it. For some missions that I know do a lot of damage, I drop 2 of the cap power relays for 2 more hardeners.
I usually fight serpentis...so missile damage is usually neglible and can be ignored...only problem I've had running missions with missiles really is the lvl 4 Damsel in Distress. So unless you're fighting somthing like Guristas, I'd say forget the defenders.
