Is combat a question of biggest ship+biggest guns+ best shields = winner.
Or can tactics be applied so a small ship could theoretically at least attack a bigger ship.

Other people will have more to say on this, but it's not necessarily down to the bigger gun.
Larger weapons tend to have slow tracking speeds - so fast frigates can get close to a battleship and rarely be hit 'cos the turrets aren't fast enough to follow. Hence why medium weapons get used a lot on battleships.
It's also possible to stop an opponent from locking onto you with EW warfare, letting you pick them off.

So if you can't lock you can't fire weapons. Cool. I alreayd have two skill points in EW so it would be a good idea to focus on that rather than weapons upgrades.
Thanks for the advice.
One more thing are any weapons ineffective. Will even the lousiest laser onflict at least some damage?

The damage you inflict depends on:
- The amount and type damage put out by the weapon/ammo/crystal
- The target's resistance to different types of damage
You can get modules that enhance shield and armour resistance to each of the four types of damage - impact, EM, thermal and explosive.
Electronic warfare is mainly used against other players. Pirates have... awkward sensor setups to jam.

Electronic warfare is kinda screwed right now because the NPC pirates are unfairly boosted against it. Don't train too much of it untilyou are sure the devs will fix that. It's kind of a glaring problem im my mind that EW can only be used against players.
