the guy making the 30m is taking advantage of a situation.
Making 30m isk out of thin air is not exactly normal now, is it?
But... he's taking advantage of an ill-coordinated sales attempt, so one can consider it a market PvP thing.
On the other hand, when the seller goes to combat this by actually knowing what's the exact value of his items and selling for it, he's called a price gouger. Go figure...
EDIT: whoops, sorry, I just couldn't shut my mouth now and stamped all over a WTS thread.

Price reduced to 40m per unit now supply is catching demand and the reselling is not so bad... Escrows can be set in Nonni or Jita.
Also please mail/convo me for possibility of bulk deals in the future...
