Once again a caldari.
I can understand this tho missiles got hit by a nerf bat tho personally i have few problems with them [trick is that different sized ships need different sized ordinence ].

Because even without any modules applying a penalty, a raven is crap against anything smaller than a battleship. Hell, even if you fit specifically to kill smaller ships it doesn't work.
Ever tried to kill a HAC with an armor-tanked cruise missile raven with three target painter II's (i.e. cruise missiles inflicting full damage)?
I couldn't even break a zealot's tank after fitting out specifically to kill it. It just stayed out of nos range and that was that. Luckily it was only a sparring match vs. a corpmate, or I would've lost my raven.
On the other hand, I've popped a zealot with my tempest quite handily.

Okay, so we want to extend the length of combat, fine. We want to give a boost to shields and tanking ability. We want to add more crap to grind, fine. Maybe it will be good because now, shield tankers are at a disadvantage if they want to use the midslots for other stuff besides active shield hardners. So there is 2 ways to look at this.
But what i dont get is why after all the missile nerfs, the new stuff that this change will make, WHY THE ***** doesn't CCP give the Caldari either a boost and cargo capacity or make the volume occupied by missiles and torp smaller for gods sake.
Is that really too much to ask?!?
Maybe it is...
