Hey all im a relativly new player. Im on a mission to make a fast/manuverable frigate to combat in. idea is basically get in close and out manuver heaveier armed ships. I have a 4 in navigation 3 in high speed manuverability and am working on afterburners.
My first layout was the condor. decent defenses base speed of 320m/s 2 hi slots 2 meds 1 low. Ability mods for hybrid weapon range. I found the 2 hi slots and its small powergrid prohibit me from making out with good damage. Im using 2 125mm rails on it now.
My Second layout is a Slasher. its base speed is 330m/s and its ability modifier is +5% movement speed per skill level. Which combined with navigation could get me average cruising speed of close to 500 m/s it also comes with 3 hi slots. Which would let me supplement in some rocket damage but i cant use rails anymore and as I here projectiles suck now so Im not sure which weapons i should go with there.
My 3rd choice which I havnt tried yet would be a Tristam. I here it also has 3 hi slots and its already quiet manuverable. I havnt dont much research on it yet because the servers went down.
This is only my 3rd day so feel free to cristize flame or even help (hoping for the 3rd) Any advise is welcome. Or is there another ship I overlooked? thanks

You wont's get very far in a frigate if you're up against PCs since the agility system is slightly f00ked atm.
And you're forgetting the Minmatar Rifter. It's got **** poor defenses, but it's the fastest level 3 frigate in the game at the moment. Couple that with the 4 hard points capable or supporting 3 turrets w/ a laucher or 2 or each, and you have yourself a good all rounder (but again I wouldn't go toe to toe with greatly out-numbering forces unless you like to look at the universe from your pod)

Go for Minmatar frigates... Speed bonus for every level you train the frigate skill for that race.
Buy a Vigil, 3 low and 3 med slots for overdrives (or better) and afterburners (or better).

Trouble is though... the faster and more manoeuvrable you become, the crappiers you become at actually hitting something.
Until CCP actually does do something about the system, you can't do what the latest trailer shows you that you can do.

"idea is basically get in close and out manuver heaveier armed ships. (..)

The railguns are designed for fights at ~10k, which is anything but 'close range' for a frigate.
The close range would be something along the lines of 500-1000 metres (or even less) at which point the railguns become v.ineffective due to their tracking speed. Consider a switch to a pair of blasters instead, with their higher damage modifiers and better tracking they just migth do something....
"Or is there another ship I overlooked?"
You might want to take a look at Merlin; the base speed isn't very impressive, but you should put at least one AFB on the frigate anyway... plus, the Merlin has high base agility (higher than Condor for that matter) pretty good shield/armor and lot of slots which lets you configure it for a range of tasks. The sensor strength is also high for a frigate, meaning it can't be jammed with just a simple ECM burst...

I also am new. Last night I came upon two prirates, a smuggler and a mercenary. What is the best method on fighting two. I tried approaching the smuggler but all that happened was I just sat in the center as two circled me. Needless to say i warped out. Should I orbit one pirate or an astriod, or something else??? --------------------------

imo, trying to take down a pc pirate solo in a frigate is a dangerous and tricky problem. Unless you have a partner jamming and using stasis its going to be hard on your cap trying to deal out damage too.
What I suggest is:
Kestrel with 4 x m12 launchers, one cruise missle in each. Use passive targetter and a warp jammer, get in close to your target before they know whats going on you have 1200 damage flying their way. If you have to reload make sure youve got them warp jammed (dont use the long range ones, theyll eat your cap), and make sure you're orbiting at 1km (kestrel can do 330+ easily with skills and two overdrives) then finish them off. _____________________________________ Perpetually driven, your end is our beginning. The people, including me, who are #itching about projectiles are talking about medium and heavies.
There are some really good small projectiles. I have waded into some pretty nasty stuff with a well fitted rifter.

My only experience is with the Tristan, and i can and have solo'd Ravisher's (npc cruiser 20k bounty) in it, tough fight but it's possible. However when fighting NPC's i've allways found range to be preferable.
Only experience of close in fighting has been agaist BS's at large op's where i fitted the Tristan with blaster's, and the couple of times has shown me that BS's have a hard time hitting figates at less than few k's however getting in close can be hairy, also if the BS has a smartbomb it can get painful very quick.

That's too bad, I really think frigates should have something special.
I'm not talking about being able to take a BB alone, but maybe some ability to help out like taking out BB turrets or else.
