Overlooking the fact that ships from different races have bonuses for their specific weapon type, which of the turrets is the "best"?

There is no best - one situation weapon best is useless in a another situation

Yup, there is not "best"
They all have their advantages and disadvantages.
Energy + No ammo, highest damage (on a geddon) Energy - Only two dmg types, pretty range sensetive
Projectile + High burst damage, varied damage types Projectile - Poor tracking, lower total damage
etc etc

hybrid for solo (highest dot + ok tracking) projectiles for groups (highest volley + no cap + crap tracking) lasers for emmm (best tracking + no ammo + takes load of cap)
The real question you should be asking yourself is what race ships you wanan fly.

there is no best weapon type all have good points and bad points but personally i think em 4tw!

In the deep dark past, before I started Eve, Apocs were fitting Minmatar 1400s, as they were "best". Nerfed.
Then the day of the Gankagedden came, and the MegaPulse was "best", especially on a Geddon. Nerfed.
Cruise Missiles/Torps........ Nerfed
And for the record, I think CCP runs a good game.
Eve/Zen philosophy: Learn to live in harmony with the Nerf bat, and stress will flow from you like bodily fluids leaving a clone undergoing explosive decompression.....
Bottom line: What you train for today might be uber now, but the Nerf bat will visit us all in turn. SMILE.

The latest trend lately seems to be for newcomers to dish out endless "which is best?" threads. Nothing is ever that simple. Ever.
Lets take a look at these factors:
Ship bonus. Fitting requirements. Damage Per Second. Your preference (long range or short range?) Your needs (long range or short range?) Your friends (what are they flying?) Your targets (There is no gun that is the most efficient against every kind of enemy) Damage type (there are 4 different damage types)
As you can see, there are many qualities a turret has to accomplish, many of the factors are very variable. Many of them comes down to your ship and your preference. If you're flying a Thorax with medium energy turrets, the turrets won't be as effective as they are on, say, the Omen. This is because of the ship bonuses. Your target might be fit to counter the kind of damage your turret deals as well, then it sure won't be the best for the situation.
Generally speaking, you want to use the turrets your ship has bonuses for, and you want to fly ships that fits your preference in fighting.

Energy are default the best without ship bonuses, because most Amarr ships don't get a damage bonus. Hybrid are pretty good with bonuses but have limited damage types. Projectile are generally slightly poorer in pure damage but get to choose damage type.
