ok no idea if this has been thought of before but here goes
Have an option to start a dual with a person in the same system with no concord intervention or sec loss as long as both pilots agree to the dual they have 10 min to meet and fight and only they are safe from concord the fight would go till 1 loses a ship it would not carry over into pods.
Now to prevent spamming other ppl for duels there can be an autoreject button for duels just like invitations are on the invitation it can list if u guys want to use frigs cruisers or bs's dunno how that would work or even if it's possible to implement that.
This is the best way to promote pvp imo because there is no possible loss of implants/skillpoints and u get valuable pvp experience without having to venture to 0.0 for no standing loss and no ganking would be straight 1v1 combat if not engaged after 10 min at say a planet the invitation would have to be resent and accepted and also would not carry into another system maybe an unable to leave system till duel is over? and a 10 min timer on the combat itself so that ppl can start the fight in 10 min from accepting of duel and then have 10 min to complete.
I know there will still be ppl that warp around till the timer would run out but i think the vast majority would welcome the chance to get real experience in pvp and if it works maybe setting up 2v2's and 3v3's with a certain ship mass limit or something?

Not sure if this is what your looking for but I suggest you start some dueling events with your corp. Corpmates can attack each other without penalty and they won't pod you.Its a great way to get all that pvp experience before you head out to low sec.

no we alrdy do that i meant ppl talk smack all the time and with this u can put ur ship where your mouth is so to speak

I know what you mean its been mentioned in a few threads, i like the idea but it would probably give people even less of a reason to venture in low sec or -0.0. Still think we should have it though, even a little betting ring for everyone to place bets on the winner .

i live in 0.0 thats not my point this would train new ppl to pvp without the posibility of getting ganked or podded so minimal losses and still pvp fun testing your skills and strategies/setups the whole point of this is to generate some interest in pvp and get those ppl scared to goto 0.0 some much needed experience and confidence

Good idea, but as you suspected its old (check this thread for example).
I think this would be a great way for new players to try some PvP. Going to 0.0 doesnt work, unless you join a corp with some 0.0 access, since every entrance point into 0.0 is usually guarded. And even with access to 0.0, you wont find many rookies to fight against in there.

I'd also suggest corp-sponsored/organized events in empire space. The sponsors notify Concord that all the players are self-consenting, define a dead space and then happily blow each other up. There may be a cost to doing this, beyond any prize money (for having the cops look the other way), that sponsors would try to re-coup from entry fees. You could have derbys, jousts, war games or whatever... all without the risk of getting killed by Concord or to sec ratings.
