Phrases like "****ing in the wind", "when hell freezes over" and "never in a month of Sundays" spring to mind when I think about this problem.
Hay, I'll even go so far as to pledge a 1000 pounds to Oveur's favourite charity if he manages this within a year.

well there's 4 up already (ASCNx1, Stainx2, IRON/Gx1) and lots more being planned.

I just can't think of anything that can be done to encourage alliances to open their space up for trade. Even making that sort of trading fabulously profitable may not overcome the risk of letting people in and out.
