Can someone please explain the purpose of these guns. They have a Dam mod of .9 compared to the standard 150mm which has 2.5.?

Heh, you'd be better off using small 150 rails instead of these POS. The only thing you give up is range, afaik, thats the only thing med dual 150's have over the smalls. Even the dual 150 prototypes suck,

The dual 150mm railgun use medium charge . Do your math and you'll that even with just a 0.95 damage modifier they are still doing just as much damage that the frigate 150mm per shot.
And secondly dual railgun are guess what: DUAL!! that mean they will fire 2 round every refire cycle instead of one for the single 150mm railgun.If they are fixed someday.

I wish people would play the game before posting.
No. They don't fire two rounds every refire cycle. They shoot one round.
They use medium ammo which does twice as much damage as small ammo.
So, it's like they have a damage of 1.8x if they were a small weapon.
They ARE weaker than 150mm rails. But 150mm rails are at the top of the small hybrids, and 150mm duals are at the bottom of the medium ones.
dual 150mm rails "benefits" include very high ammo capacity, low fitting reqs for a medium gun, better range than the 150mm rail, and lower cap cost.
But they still suck. You'll do better damage with a 150mm railgun than a dual 150mm. And the small 150mm rails have better tracking.

My fix for "dual" type weapons is to give them superior tracking compared to the heavier more damaging weapons of their class. Good tracking is always nice to have, it would give you an incentive to have atleast one or two dual weapons. ------

The medium round may be double the damage of the small round, but the single 150mm comes with a 2.5x damage multiplier while the dual 150s come with .95x.
Of course the truth is, the damage comes about nearly equal if the dual 150s are fitted on a Caldari or Gallente cruiser. Assuming you have equal levels on Medium and Small Hybrid Turret skills, the Gallente or Caldari cruiser will give a 5% damage bonus per cruiser skill level.
Still, I prefer to use the single 150s because of their low cost, and the low cost of their ammo. You can be paying 4 isk for a small hybrid ammo while paying 19 isk for the medium one.
The single 150s are starting to be hard to get however, so I'm hoarding a few. Even before that, I was forced to actually move them from cruiser to cruiser since I had more cruisers than I had single 150s, which I had to cannibalize off my frigates. It is so sad that when 150s were easily available as loot, most people recycled them.
If there is one frigate gun that is better than the single 150, it's the single 250mm light artillery. It's got an even higher damage (over 3) although ROF is lower. I can easily get 30-40 dmg per effective hit. That gun is better than some of the low end medium projectiles and is much cheaper. So is the ammo. And when I mean better, I must include stuff like accuracy falloff range. The 250mm LACs are more available than the single 150 RGs, so I'm considering using the 250mm LACs (which were not nerfed in the medium projectile nerfing patch) as secondary armaments for my ships. The fitting requirements and cap usage (practically zero) of the 250 LAC is even better than the 150mm RG, though the RG has better ROF than the LAC. And the ammo is awfully cheap, easy to get shells for 1 isk.

Well for me the Dual 425mm Guns (not sure about the 150mm) does more damage in closer range. The 650 mm I use is for farther away targets. Maybe Dual=close range combat? and also shoots faster least it seems that way to me.
