There are more than enough industrialists out there willing to make cut-price hacs in huge quantities, but while T2 BPO's remain so limited in distribution, there's not a lot the industrialists can do about it even if they wanted to. They either charge a low price, and have 3 month queues (e.g. NAGA), or they charge the going market rate, and the person that wants it most gets it. Of course, warring the industrialists would actually have the opposite effect to that desired - forcing them to stop being industrial and start fighting will only reduce supply and drive prices up even further. You can do anything. But you can't do everything.
