I have just a few questions about this, is there a way to make it so the warring corp cannot withdraw without surrendering? And is there a way to make them pay if they do??

If they cancel the war, just war-dec them yourself. I think if you make the war mutual, it'll do that automatically, but why let them off war-costs?
Otherwise, no. The aggressors can cancel the war without any penalty when they wish. But they do have to wait 24 hours.

Well that sucks ... I think it should ask you for surrender paramaters when you make it mutual ... that way they have to pay or break up their corp

Well, when you make it mutual they can't run from the war. They can only shovel the war-cost over to you. And that's, what, 2mil a week? Peanuts.

Does that mean that they also cannot surrender without settling terms with the dec'd corp??

No, they can't surrender. But you'll have to pay the war cost.
But I'd suggest just not making it mutual. If they cancel the war they've already declared, just declare one of your own on them. The result is the same, but up until they surrender, they have to pay the war fees. If you make it mutual, neither party has to pay for the war until one withdraws from the mutuality.
