No, from R&D agents. And they were released in limited numbers to a lucky few (and an unlucky few who got crappy ones, like the Ares)

So are there like "NO" new BPO being given out for R&D missions? Is there an R&D mission guide?

There are a load being given out, though no T2 ship BPOs at the moment.

The ship? Well since the BPO's for them havebeen given out - people are building and selling them on the market. Just no new HAC BPO's are being given out  Bah 35k research points for nothing!
I think if you finish the complexes there is a chance of a getting a faction ship BPc dropping. Oh, so not a good as a HAC - but probably a good ship never the less.

Yeah, most ship BPOs are out - they will only come back in if they decide to release a new batch, in the upcoming auction, or if one of the owners stops playing.
Frankly I think the last option is unlikely because by the time you have reached the point of owning a ship BPO you are likely to have a network of friends ingame ... if you ever decided to leave they would probably hand it over to a friend.
Remember that new t2 ships are released periodically. If you enter the 'ship' lottery now, although you won't get anything atm, there's a chance of getting one of the bpos released in each of the major patches.
But BE AWARE that the lottery system is raffle-like. Some people have accumulated an obscene amount of points ... we don't know how many, but its safe to say that if you enter into the ship bpo pool now you will be hoping to get a bpo not in the next patch, but the one after, or more likely the one after that.
Given their value that's not surprising, however.

I would completely avoid the starship research field.
The odds are ridiculous (as everyone is doing it) and there won't be any large numbers of BPOs being given out any time soon.

Actually, ships like the impel are still in the queue being seeded.
But yeah, all the hot ones are gone.
