err how is it not counting, by that logic onlythe starter bid is going to be counting as they went up by 5 ;)

No no.
A 3 million bid increment means you need to raise the last bid by a minimum of 3 million each time. What would he care if you raise by 20 instead of 3 ? It's only good for him if you do.

the reason for a low starting price and then small increments is to keep the auction active and therefore near the top of the board
if it was a 30mil start with 10mil steps chances are it would be off the bottom of the first page before anyone made a bid - then subsequent bids would follow a similar pattern - if there were any at all - people generally don't like looking for stuff and studies show 3 to 4 pages is as far as people will go looking for specific results (albeit in search engines - i'd imagine if someone really needed an item they'd look further on here)
however, people bidding know the value of the item and therefore what it is a) likely to sell for and b) likely to slow down at
the first bid at 20mil was probably made for two reasons - firstly to try and bag an item cheaply if it fell off the front few pages and wasn't bumped and secondly to put a high enough opportunist bid in to discourage others trying to get a bargain
the later bids are more serious bidders long term bidders who will have an idea of their highest price - the jump from 40 to 47 is most likely an attempt to push the price above an earlier bidders limit whilst keeping page bumps down
it could have gone 40, 43, 46, 49 but that would mean there was more chance someone would see the item and step in with an even higher bid - a bidder is hoping that a quick large raise will make earlier bidders lose interest
this could of course all be utter rubbish and people might just like a bit of randomness
as far as it goes i personally couldn't care less what the bid increments are as long as i get a decent price at the end of the auction (hence the buyout offer) and the auction doesn't go up 1.00isk at a time - therefore a lowish bid increment is used to offer an arbitrary marker for the next bidder i.e. as it stands if someone wants to bid 53mil or more they can if they don't then the winning bid will be 50mil - nothing in between will be a valid bid due to the terms set out even though the terms themselves are as much a guide as anything
