I'm confused - and it must be some of the confusion that you mentioned in this part of your post... but for curiosity sake I'd love to understand this.
I am currently docked at the ASCN Outpost Refinery station in 5p. I pull up the market, and purchase 1 unit of Exotic Dancer. 69,000ISK later the young lady appears in my personal hangar.
So, I right click on the women of the night being sold at the 5p station, and select sell, set the price for 100,000 (buy low and sell high right?) and bang - she is back on the market.
This character has marketing 1, so after buying my lady off the market again and seeing it appear in my hangar I undock. I then open my assets tab and right click "sell" on the no-doubt confused Exotic Dancer. This time I set the price for 200000, and click sell, and wam-bam-thankya-mam she is on the market. SO, still undocked I buy the lady off the market, redock - and sure enough, she is waiting for me in my hangar.
I don't have procurement on this toon - so I can't test setting a buy order from space, but nevertheless I redock and place a buy order for 2 working girls for 1isk, over 3 months, with a range of the station... I hit sell, and it's done.
So I'm admittedly confused - what is it exactly that the Market at the Minmitar Service Outpost can't do? __________

Build more then two shuttles at the same time. :-/
And yes the outpost in paragon has a working market too. But the gallente one looks way better.

It is a most impressive achievement, and having visited it, it looks cool too. Well done to ISS from your friendly neighbours Huzzah.
The location is good too - I only hope the local pirates and terrorists (cough) don't use it as a base of operations.

Go ISS! Congrats! I just hope the place doesn't become the most camped 0.0 in existance. It allso helps to maintein the surrounding areas neutral, giving small corps a chance to live in 0.0.
BTW, I thought the outpost was going to be placed in Providence, not Catch?

If so, I would guess 3/4 of EVE is guilty - Proud member of the [23].

You thought that, for the same reason you thought it was going to open on 1st December. We didn't really fancy telling all the pirates in advance, when and where our highly-vulnerable 30-billion-ISK investment could be found and destroyed

I'm pretty sure I heard it wa sin Providence when I asked a friend of mine who is in ISD after I had heard somebody mention the outpost building being in progress in help channel.
BTW, I certainly hope you can keep the area somewhat secure or it'll become the new most camped system in EVE

ISS stays in existance to manage the Outpost?
Will you now add more stuff to the system like a ring of POS or maybe build another outpost?
Are you recruiting 'station management team' of industrialists, fighters etc to patrol the space?
How is the economic side coming?

Let's see how fancy the place is. Hoping to have a taste of some quality gallentean wines, that thing amarr people consume in their religious ceremonies is just... well, not exactly comparable to anything I've used to at home systems.
