How do you start a war with another corp? It does not look obvious how to do this from the wars page in the corp window.
Any help appreciated.

Wrong forum as this channel is for in-character communication only, you want the corporation & alliances discussion forum. But the answer is:
CEO or director goes to Corporation window -> Politics -> Votes -> Propose vote -> Declare War -> Pick target -> Choose vote length (minimum one day)
Once the vote has passed (at least 24 hours after being proposed) the CEO can put the vote into effect, again from the politics -> vote section.

To start a war go to jita and smack talk everyone in local. You will get all the wars you want. :)

Too much Star Trek tech babble. Just go to 0.3 and crash some corp's mining op and say something like "Dirty bears! You'll never be the men your mothers were!". You should be good to go in a day or two then.
