Yeah, the Ibis of Doom's Civilian Gatling Railgun XI is its weakness; although it puts out twelve thousand damage per second against 90% tanks (that's what you should have at your level, right), it can only do so at an optimal of 9km. It has 0 falloff, therefore the trick is to web it between 10 and 9 km. Good luck!

they are going to throw kali at u next :) well RMR first - u have to be able to solo a level 4 mission using only 3 drones in raven and 5 in a dominix or a megathon. Please give us some new weapons to kill those pesky warp scrambling rats

It's Caldari ship... just whine on the forum for couple of weeks and it'll eventually get nerfed -.^
(well that, and Velator > Ibis if you don't have enough time...

mmm so once the gallente have been nerfed out of extincition and all bar the brutix and the megathon in the cruiser and up class have been put back to raven status.
What is the plan after that
Whats the next big plan (criminal flagging of ore can theives and loot can theives is on SISI already) so i guess mving forward with new dynamic markets in NPC trade goods redistribution of agents in hub systems - new stealth modules (already on SISI) pirates are going to love these will reduce youre sig radius and take longer to lock
Then comes new missions - new content in terms of hte new bloodllines in RMR and other RMR final implementations
