I got an offer form my agent to turn in 18 of these things for 3.8 mill isk, but cannot seem to locate any on the market. I tried two different regions over the last few days with no luck. Can these items be obtained from combat?

3.8mill is barely an agent offer reward at all, turn it down and wait for a bigger better easyer offer =).
You can get offers for +3 implants worth 25-40mill (depending on the implant) for 9000LPs, and thats all they ask for =)

I'm a fair noob but have been relentlessly doing missions as a steady income, I keep leaving lvl 2 missions and go back to a lvl 1 agent that hasn't offered me anything decent yet although he has a high quality - I just can't let him go just in case.
Unfortunately I either get most of my offers asking for a large bucket of loyalty points in return for a couple of sheep or few loyalty points in reward for a heap of reports.
I mean have you seen the price of reports!
Man, it makes me mad!
When I start a converstation with my agent after this sort of offer - I don't want to say "hey about this offer" . . "no thanks I'm not interested".
What I want is an option that says
"WTF you snivvling little Rat! What?OFFER!...What the hell sort of an offer is a supermarket carrier bag stuffed with old letters for about 25 missions you freak! Stick it and stop spamming me with your insulting jokes!"
"And another thing! If I had 20kg of blow, do you honestly think I would be trapsing it all over the universe to give it to you in return for some bricks!!!!??..What the hell is your problem "Offer Boy"?!!!
To which he/she would reply "it's your loss"
So, Mire, back to your point, I had an offer of just under 2 mil in return for 38 Amarr Navy sergeant tags - I had 1 ironically, but again the reply button does not bring up an option that allows for "I only have 1 tag, but how about I give you a bag stuffed to the brim with reports and a cow?"
And then when he says "you must be joking!" It would be our turn to say "ha! your loss!"

*Lol* They do make you old to get some of their spare isk (or water)
What do you have to do before you get better offers??
Standing, LPs, Missions, Quality, Level or just patience and lot of time?
