Is there by any chance a tech or skill tree?
Thereby I mean something that gives an overview of all skills starting with the lowest in rank
for example:
Large Hybrid Turret needs:
gunnery V and Medium Hybrid turret III
small hybrid turret III and gunnery
The same I am looking for hardware like guns / ships / ship equipment etc...

yes and no.
In-game, not so much, the "tree" gets revealed as you look up the prereqs for the bigger things.
Out of game, tools such as evemon, evehq, aura, etc can display the various trees. One of the bitter points of a good bittervet is the realisation that all those SP don't really do much, and that the newbie is having much more fun with what little he has. - Tippia |

This is WAY out of date, but just to give you an example, even if there were a recent one it wouldn't be very straight-forward to read. Incarna from 2009. 3 Years later and what we have doesn't look half as good as this. http://www.youtube.com/watch?v=n41s1Iox18A |

In game:
- each module (a tech 2 gun for example) has a tree of the skills required shown in its info page - each ship has a tree of skills required purely to fly the ship (no guns etc), and a recommended tab with a list of certifications that would be good for you to have to fully fit that ship - your character sheet has a certifications planner, and certs are groups of skills
Out-of-game, you'll have to use the evelopedia or other wiki pages, and/or EVEMON to get this information. |

In more general terms you can always check in the EVE Technology Lab sub forum.
It's the one stop shop for 3:rd party software.
