I can run fraps without notaicing any diff in fps mainly, and my spec is similar (you have more ram). So you shouldnt have any problems. Although not sure the connection comes much into fraps.

well, think we need to know the make and model of you graphic card and the make and model of your processor
the memory and processor clock speed isnt even half the pic when it comes to frapsing,
you could have the best processor and fastest memory, but it still wouldnt frap well if you are running a cheap graphic card.
but if you have a high end card in accompliance with what you already told us, I dont think you'll have a problem, and btw your connection speed doesnt have anything to do with frapsing :)

sigh.... some people need to get a clue...
While frapsing the main issue is not your computer speed, but your harddrive speed...
If you are frapsing at a given framerate (say 25fps) then fraps will limit your FPS to 25 in the game... No matter how fast your pc is.
To avoid 'lag' (or getting stuck) while frapsing, get a separate drive which does not have the windows swapfile neither fraps on it, to write the recording to.
Or even better, get a raid0 array.

a large usb flash stick will do just fine ;)
Then again... a separate harddrive will aswell....

Thats alot of ****... although you could be better and upgrade to fiber/ university connection (100 mbit 4tw). Downloading @ 3MB/s from usenet rocks.
