What I found to help people a lot is to get a fit and work towards that. Maybe look up PVE fits on Battleclinic for the ships that suit you (I would go for a Maelstrom for level 4s), look what skills you need to fit it and then work on support skills (level 3-4 should be sufficient for the start in most cases). The thing about your first level 4 ship is that you really need to have good skills for it. You can do level 3 missions in a T1 fit battlecruiser and work on the T2 skills on the way but that is no good idea for level 4s with a battleship and will most likely result in a heap of scrap metal and a pod.
Since I don't know your playstyle or budget it is hard to say a lot more at this point but looking at your character sheet I would also say that it is usually hard skilling two races simultaneously at the start. I think it is better doing one thing good than being terribad at two things. |

Looking at your skillset, you seem to be trending towards Minmatar, projectile gunnery, and armor tanking; unfortunately the best Minmatar T1 mission-running battleship, the Maelstrom, is a natural active shield tanker, so you'll have to train up a lot of shield skills. L4 missions generally require a full Tech-II tank (i.e. all hardeners, shield boosters, boost amps at Tech II for shields), so you'll probably need the following skills, at least:
Shield Compensation IV Shield Management IV Shield Operation V Shield Upgrades IV Tactical Shield Manipulation IV
After that, you may want to invest the two weeks it'll take to bring Shield Management to V (it unlocks the Tech II shield boost amps and gives you a little extra native shield buffer).
The Tempest could armor-tank, but that's not really its strongest suit; it's more geared towards PVP than PVE. And the Typhoon, while it could probably armor-tank nicely, is now a missile boat, so you'd have to train up cruise missiles and a lot of missile support skills to use it effectively. Thank you for your input guys, but my amarr skills and mimmy skills are exactly the same apart from i can use t2 small n meds on mimmy but thats all, so would it not be better for me to do amarr ships for level 4's since im more towards armor tanked.
Also my budget at the moment is about 120mil which just keeps increasing as i keep doing missions. |

That would depend on where you are doing missions. In PvE, Amarr ships are really only good against a fairly narrow range of enemies due to their inability to switch damage types. |

Unless you've got good drone skills, Amarr ships have a problem handling enemies that aren't vulnerable to EM and thermal damage - as opposed to Minmatar ships, which can load ammunition to handle almost any adversary. Using a laser boat against something like the Angel Cartel is far from optimal.
However ... if you train up drones, especially sentry drones, you can turn the Armageddon-class battleship into a beast that can throw any type of damage you like. if your budget is 120m atm I wouldn't even consider level 4s yet since a well-fitted battleship is going to set you back at least 200m |
