I'm on a few minutes then have to spend as many minutes rebooting and reloading, this game is unplayable.

If you're REBOOTING, I put it to you that your problems might exist with your drivers. Have you EVER been able to play the game, or are you only recently having problems?
Try updating your drivers for your video and sound, wipe your cache, and give it another try.

Only recently had a problem, now I can sit and chat ok, just don't try anything or else...

Frankly, no, unless you've got some crazy instability on your system. I think I've only reinstalled the whole client once in my life on my main PC (which is crappy and needs to be upgraded).

I used to be able to run 3 accounts when I wanted to and do things, now I can barely get 1 to work more than 10 minutes while sitting in station.

Well if this is unusual behavior for your system I'd seriously consider running a few virus and trojan scans (and if you buy any Sony CDs, perhaps a rootkit scanner).
The EVE client doesn't spontaneously frack your system.
