Had to reinstal after reformatting my OS drive 
Downloaded full game (3582)
Installed Directx 9.0c Installed Eve
Start EVE.
Splash screen appears, then the second instance starts but all I am left with is a Black rectangle in the middle of the screen 
AMD64 3000 (new) MSI K8T Neo-V (new) ATI 9600 (same as before) SonicFury soundcard (same as before) same memory, harddrive, etc....
Anybody any ideas please?
P.S. I have cleared the Machonet Cache and Capture\Gamelogs

You installed DX9.. but did you actually install your graphics drivers? (pretty obvious I know.. but I have seen people forget to do this)

Yeah, although had to copy some stuff from C: to E: using DOS before the reformat, so lost the long names and I had install Catalyst 3.4 drivers.
I have already sussed this and installed the correct ones (?) Catalyst 4.3.

I had this same problem after installing VS2005. Turned out that I had to delete my Settings folder from the cache directory before it would start. In the end I just deleted the entire cache directory and started all over again; bookmarks, scanner config, window positions ... all gone. Very annoying.

More specifically (for anyone else who is reading this) you only need to delete the "pc" file from the EVE\Cache\Settings Directory.

I've had this after installing a new graphics card.
Clearing just the /cache/settings folder cured it for me.

Try this,
in prefs.ini
set networkAdvanced=1 and under Username put your username (username=blah)
or if networkAdvanced=1 already try set it to 0
I have gotten black screen when networkAdvanced=1 and the username box is empty, but if I put in a username in prefs next time it works ok.

Unfortunately, I didn't see your response in time Chribba.
Uninstall, reinstall worked.
Just have to sort out all the windows and all the bm's and stuff now..... ho hum. LOL

Solution to this problem:
Delete, rename or move EVE\cache\settings\pc.dat You'll lose global settings, such as shortcuts, suppressed message boxes and IGB history. Bookmark folders, overview settings and window settings will stay intact!
I have a multiboot windows with one install of XP running a different version of NVidia Detonator. If I try to run EVE from the "Non-Game" windows installation, I always get that black box. To quickly log in to change skills, I temporarily rename pc.dat to pc.dat.bak. -----
