I don't know if that would be the exact name for it, but it seems like a good name.
Basically I thought of this idea because of people who put up Stupid High Market Orders, selling a shuttle for 999,999,999 isk for example. At the moment we have no way of knowing who that seller is. The only way to find out is to buy that item and looking it up in your journal.
The Skill
Now, what I propose would have CCP to introduce a skill that allows you to view(this is where I thought of the name espionage, makes it sound cooler ) the seller of a particular item. Perhaps it could allow you to view 5 more orders per level, or since it's not THAT big of a deal, maybe allow unlimited views of sell orders for a small fee or 'bribe' (to keep immersion, you could be 'bribing' the station's "market director' or something to that effect), and each additional level would reduce the cost. The best way to implement this 'bribe' I think would be to simply introduce a flat rate per order viewed (1,000,000isk per view) and each level reduces that by 100k or so.
Why
There are several reasons why people may use this skill. It could be used in null. Right now when an alliance is evicted from their space, alot of players from the previous owning alliance get mostly their important **** out and put the rest on market. Alot of times it's a stupid high price so you can already tell, but when I left my last alliance, I actually sold it for undermarket just to get rid of it. Either way, this skill could 'help' prevent you from funding enemies directly (obviously though nothing is preventing you from buying from them anyway).
Second, and I think the most important way this COULD be applied, would be to help create more conflict. It could introduce into the game Market Extortion. Certain players could view who has a particular order up, and extort them to allow them to continue selling items in that area/station, if the trader doesn't pay up, he is war decced or harassed.
Now, I know, you can always use neutral alts to get around the extortion bit, and you can always buy from the reds in your newly acquired station anyway, but it would still be a cool skill to have. I know I'd personally use it.
