If it was entirely skill dependant, then you'd have 1000 manufacturers rushing to max those skills, everyone would produce tech 2, and soon the profit would be as small as the earnings from the tech 1 market. With the system we have now, you can join a manufacturing corp and actually make profit without needing to compete with everyone, their mother, and their dog. Or you can buy a tech 2 BPO from another player ( a little expensive, but if you pay attention a good investment) and make profit from it.
What new players dont realize at character creation is that every career path, no matter if they are a miner, manufacturer, mission runner or pirate, requires FOUR of the attributes. Charisma is only required for hardcore mission runners and those who are into a specialized form of trading that I have never tried out. Because honestly, I can make 50M a day trading with 1-2 hours effort without any of those skills. 
I agree that no one should be assigned more charisma at start, it really is a waste, and some players completely start over once they realize this. Any other attribute is not wasted. No matter what you do, you will need it!
What I dont understand is why you claim that training all of those skills that were listed as being required for miners are useless. I am getting the impression you never experienced mining at all. A miner with very basic skills mines maybe 100 m3 of ore in 3 minutes. With all of the skills that were listed, and thats a good 6+ million of skill points, a miner gets 4000 m3 of ore per 3 minutes. This could easily be 10 million per hour even without going into 0.0.

You want BPOs to be rare, but at the same time you want them to be directly accessible via skills? Do you really believe you would be the only one rushing to train those skills? I can guarantee that thousands of others would have the same magnificent idea. We all want ISK.

I make more than that with less effort, and without combat, manufactureing, or mission running. Just like in RL, you have to find your niche that was not yet exploited by everyone, their mother, and their dog.

The intelligence boosting implants are the most expensive of all and in high demand, can you figure why? As was mentioned before, only charisma is not useful to all career paths. Also, a new player with only 3M skillpoints can be as effective in combat as a veteran... within their specific role. The 'years of training' for combat characters is nonsense. Only those who want to be good at everything truly need years to be good at anything.
