I am probably not going to pick up any more Caldari starship skills and instead do Gallante ships. Already got Caldare freighter 2 though.
Any Gallante ships that is as good for smaller mining operation as the Osprey?
How many skill points (not counting general skills) do I need to get for Caldari Cruiser 1?

I dunno how worth it it would be... The Osprey only beats a ship with four turret hardpoints after Caldari Cruiser 2, and starts to shine when you get to 3 or 4. Caldari Frigate 4 would take 90,510 skill points, and Caldari Cruiser would take more than twice that for the Osprey to truly kick butt.
As for equivilant Gallente ships, I have no idea. Check the Item Database though, and see what you think.

You can fit five mining lasers on a Thorax. At cruiser IV, an Osprey will outmine that by only 8%, and 20% at Caldari Cruiser V. However, if you're serious about mining train for Barges or an Apoc rather than Caldari Cruiser V, which only really leads on to Caldari HAC.

I am thinking of using the Vexor since I am already using drones. There is 25 larger drone hangar on Vexor and you also get the bonus drone controlled.
I have come to the conclusion that picking up Caldari Cruiser just to get osprey is a waste of skill points IMO . Well at least since I will be doing Gallante ships for combat needs.

I'm with everyone else as to whether or not you want to go for a mining cruiser. If you want to go into high-end barges (cruisers can out-mine the lowest barge), then don't bother with the cruisers. And while you can mine more with some battleships, that is a lot of capital just to mine with.
I just wanted to point out that, no, there is currently no Gallente or Amarr cruiser that fills the mining role as well as the Caldari Osprey. But I do want to point out (and not meaning to be a fanboi) that there is the Minmatar Scythe. It mines just as well as the Osprey. The differences between the two (other than fitting strategies) is the Scythe has a smaller drone bay (dramatically so) but can mount a second missile bay.
If you ever think you would want to get into one of the Caldari or Minmatar cruisers, HACs, or battleships, then go for the Osprey or Scythe. Otherwise, go for the barge.

Another option for you may be the Cormorant Caldari Destroyer. It made a fine low level miner. Caldari Frigate III and Detroyer I was all that was needed. Its cheap, has 450 cargo, plently of gunslots for mining lasers and guns to take out belt rats. I did fine with mine down to .5. Its easy pickens for .4 and below though.

My corp mate uses the Brutix for mining. He can fit 7 miner 2's with moderate skills and a bunch of cpu's and run them for a very long time before his cap gives out. But it's not got a huge cargo hold so it's no good if you don't want to do some hauling.

The exequror is actually quite good for low-sec mining. With cruiser IV and a cargo expander you can get the capacity over a thousand, which means you can mine a full load of jaspet before docking.

i love/loved my thorax for mining, not sure how it will be after the drone changes, but i could mine in low level space with it easly. The 8 heavies it could hold can take out almost any NPC rat and still give you time to run like hell.
But if your professtion is to be a miner, get yourself into a barge.
