how are votes passed and with what majority if any, is there alot of problems with how votes are passed? is it a council/corp directors play a part, does each corp have 2 members who have posts in the alliance in charge of a certain function. just curios , use alts by all means 
Also is their sum type of rule book/constituion, if their is for your alliance is there a website one can read it ?thanx all for posting god bless u all

LOl, yeah we're not quite sure yet, second shep though, we do as abs says, usually, though most decisions are pretty thoroughly formulated and discussed on ts beforehand. But in the end you need someone or 2-3 peeps with extreme authority, else you get stranded in all the bull****.
Thumbs up for all the Ceo's and alliance commanders though, it takes a hell of a lot of effort and dedication to do the **** they need to take care of, i hsould know i was one and i can't say it was the most enjoyable part of my eve experience although it does have it's rewards.
To cut thing short, on the low level have discussion/democracy at the top have a dictatorship. And if your members don't like it, well there's 17k peeps online mostly so you can always find some that do like your style.

I would guess alliances will have the same problems a company has, if you vote and try to make everything democratic: it simply wont work very well (this might surprise a few).
A few rulers on top (like a board in a company), and then everyone else does what he is told.

Can say from experience in the last two alliances I was in. When we had a strong leader directing our actions (for the big stuff, not micromanaging) we were successful.
When that leadership was taken over by a 'council' things didn't go as smoothly, lots of dissent, discord and confusion. It's hard to find a large group of people with common goals who agree with each other 95% of the time.
I think most of the advice posted above this one is very sound, councils take time to meet, debate, deliberate whereas if you have a good strong leader (with a good sense of direction, purpose or just plain lotta guts), you can get a lot quicker resolution to problems.

Well Being NORAD (whereby D = Democracy)
Alliance is run by a council consisting of appointed representitives from each member corp (CEO plus upto 2 others that must be directors)
Allaince has elected officials, IE Defence Minister, Economic Minister, Diplomat etc.
As to whether it works or not, well it works for us, and we wouldnt be NORAD if it wasnt a democracy (and please noone flame or comment about any 'other' part of our alliance name, he asked how alliances are run, i replied.)

The problem I have seen with republic style alliances (never seen a democratic one) is when they only have the 'Senate' and no President.
It's fine to have a representative republic, but sometimes you need a President with emergency powers.
If more alliances had used that model, some of the old ones might still be around.

In my first corp (on another character) I got to listen in on a council meeting (an alliance in the north). At first I felt privileged, about 45 minutes later I realized this was a complete waste of everybody's time, a bunch of people just yapping. Our guys were getting ganked at asteroids and these worthless douchbags were sitting there just talking and sipping coffee.
I swore never again.
I think a top-down autocratic leadership, coupled with a clear concise "if it aint blue, kill it" rules of engagement is the best way to run an alliance.

If your a "industrial" alliance, I supposed that a democracy would work.
If your making a "rounded" alliance, I suppose that a republic type government would work.
If your making a PVP alliance, you need a semi/dictatorship. No more than 4 people, one being good number.

Blacklight has a few drinks, and realises that the overview is a bit blury, and counting all the way to F-8 is a bit harder than it used to be. He decides everyone should go mining until he sobers up. However, being in an altered state of mind, he thinks the roids are greener on the 'other side' (ie: a region we don't control)
A priority 1 (BL n33dz 2 minz0r) message is sent out on alliance chat.
SirMolle immediately comes to the forums and announces whatever alliance controls the mining area is dead, and all of Evolution jump in to forum lock-down mode. At exactly the same time RKK jump their fleet ahead of BNC, destroying any and all resistance. The BNC mining fleet follows (after taking a few wrong turns and stopping for a kebab), and wtfpwn's the roids.
BL begins to sober up, and realises what he is doing. BNC pretend to fight their way back home (under the cover of the RKK combat fleet, and the Evolution Special Blackmail Fraps Squad).
SirMolle then posts "Hi" on the forums, thus competely drowining out any chance of the facts emerging.
Everyone goes back to working on the master plan ... which unfortunately makes Blacklight thirsty...
