I have Obelisk and Lvl-4 at Advanced Command & Gallente freight, but warp is too long time: 50 sec for linear direction and more for around directions.... I have Lvl-4 at navigation & evasive man... so...

Are you talking about the time it takes to get into warp, or you speed while at warp?
If it's the time it takes to get into warp all you can do is train up Evasive and Advanced to V (though that will only help when you're turning). If you want to increase your warp speed, you're out of luck.

That will not help to get aligned faster, which is the issue here. Xerxes

it was never specified that aligned speed was the issue. it sounds to me like acceleration was the issue, in which case the webber is the best answer

A freighter when webbed once it reaches 30 m/sec will begin warp even before it finishes alignment. IT WILL BEGIN WARP SIDEWAYS !!.
Only drawback is that in doing that , you also activate the 15 min pvp timer as it was aggressed by the webbing frig and thus leaves you open if hostiles show up with scan probes and you get the brilliant idea to log off for safety.

"last time 3 npc interceptor web me in battleship, it took me more than 30sec to warp out. alignement was awfull."
The keywords were "once it reaches 30 m/sec"
webbing a ship affects immediately its top speed, but not the current speed which decreases gradually.
Which means if ship is moving at say, 30 m/sec and has top speed of 200 m/sec, it'd normally need to get up to high 100'ish m/sec to enter warp. But when you web it, its top speed will immediately drop to 30 m/sec or so... meaning, the current, yet unchanged speed is high enough to trigger warp.
In case of your battleship, i'd guess you were webbed _before_ you activated warp ... this caused your current speed to drop to some very low value in couple seconds, and then when you tried to warp your ship a bit later, it had to speed up all way to its 'new' warp threshold speed. ^^;;
