It is the only way to deal with the problem since APIs can be fiddled with (exploit or not).

It's not unthinkable that a toon would not have a battleclinic record for a year. But, as a CEO I would find it highly suspicious.
What you can do is compare his SP to expected SP. See if there is any discrepancy. If there is it may indicate a period of inactivity. Use google to find out if there are any posts with his name. Examine public contract history for anything "weird". Make sure you have fill api and examine it thoroughly.
If the guy is a spai or has other motives you can get a sense of it. The worst thing that can happen is you make a mistake and boot the guy. So what?
When I'm examining a toon for recruitment I always go with my gut feeling. Spies and thieve generally have a disinterest in the corp their in, use excuses why they can't do something, like committing assets, participation. Their API will generally demonstrate a disinterest in playing the game.....not because they're disinterested but only with that toon.
Also, go a general search for killboards on google using his name. Not everyone uses BC. If the toon isn't looking for PVP then it's up to anyone that's killed him to post to BC. Personally, I use eve-kill.
OF course, you'll never know one way or the other if the spy/thief is a true professional at his craft. Then again, that you're asking in GD, you're corp probably isn't rich/high profile enough for a real pro. No offense.

The vast majority of the game could care less about killboards, easiest way to get to the core of your issue is simply asking the person. They've ever never actually died, don't care about posting mails, or are an internet super hacker. |

Apparently you were never a dedicated carebear. It is pretty easy to avoid entanglements in this game if all you want to do is carebear. |

I got an alt who is 5 years old and has no kill or death despite doing quite a bit of flying. Even in Jita. Two others are over a year old, same record. Its not hard, just be a bit paranoid and do the PvP of pilots who trained for it.
