Im getting really ANGRY with my agent. I have been keeping her to as close to 15,000 LP as I can and she WONT OFFER ME A DAMN CONNECTIONS SKILLBOOK
Its really starting to grate my damn nerves. Seriously 8 units of Limited Social Adaptation Chip for 12,000 LP, I wish I could tell her where to shove those 8 units of Limited Social Adaptation Chip.
I have 19109 LP with her and she is a level 3 Quality 16 (effective 22) agent, and she hasnt offered me the book yet, hell or any good offer.
Btw I started at 15153 with her, leaving her alone until she gave me an offer, then declining and doing another mission wit her. It has taken so long Ive managed to work another corp in the same faction up to level 3 missions in that time. ARGGG
yes I feel much better.

I did the same thing, continually reseting an agent for what seemed like forever waiting for the skillbook offer. I eventually got fed up and grinded up to 40k~ LPs or so and cashed out on a more lucrative implant offer.

Ha been farming the same lvl 3 agent for 18+ months and never had the skill book offer

 Got a lvl3 and a lvl4 agent, in the same corp and the same station both offering me the same connection book at the same day. 
Not sure whay but I have te feeling these agents are sharing more things than just the station... (dirty looking dudes as well..  )

3 agents with over 15k lp. I refresh offers the same day as I get them. I have been waiting since SEPTEMBER for connections.
Around near the end of october, I realised I needed to give up on the dream and just cash out with some +3 implants. Then I stopped getting those offers. The vast vast majority are really terrible hardwiring offers (10k-1m hardwiring for 12k-18k lp). I'm usually rejecting 1-2 of those a day.
My agents are now all over 20klp, some 30k. I'm still waiting for either implants or connections book.
My advice, take what you can get. Agent offers killed my inner child.

My L3 agent got to 18k before I got a Military Connections.
2-3 days later, the first offer from my L4 agent post-15k, got me Bureaucratic Connections.
Both are now sitting in a sec can in my hangar...not sure whether to sell or use myself later on...

I feel better now that I am doing the Angel Strike mission, and the Darkonnen Envoy dropped a +4 Memory Implant, and a Mega Modal Pulse Laser

Keep running until you get a worthy offer
Take it, sell stuff
Repeat
Eventually you'll hit a book as you pass 15k, but dont waste your time and points by taking a subpar offer.
More often than not you'll get at least one offer worthwhile between 15-30k, normally +3 implants which sell within a day, every time.
