What could a reasonably skilled character get away with using to rat low-sec? I would like to be able to take out a Sansha BS if it spawns, but I consider low-sec to be very dangerous so I don't want losing ships to hurt too much.

Since you're asking for opinion, Stealth bomber. Hit and run. Don't stop moving.
I don't know if there is a good answer. Risk/reward in low-sec is like hunting a giant poisonous rat in a sea of even deadlier snakes with no medical insurance. The rat will probably not be a challenge but killing it with a cheap knife before the snakes find you is the risk. All for maybe $5. Bringing a larger more expensive knife will make it easier to kill the rat but harder to run from the snakes.
Missions in high-sec will provide better ISK with "reasonable skills" for little risk. A Harbinger is good for that. I also enjoyed the Apoc for level 4 missions over the Abaddon because of the cap bonus and range bonus. If you're tired of high sec missions join a Corp and rat in 0.0. |

For what you're describing, NanoHarb might be best. However, you'd be better off taking a Stealth Bomber and going out to 0.0 and ratting. You'll lose it less and kill bigger rats safer. |

Use a fitting to fight back the random ganker for pve and you don't run into much problems in low sec. You will need HG slaves to take a good armor cane fit at point blank with conflag and a good HAM drake, but beside this it works very well.

You must be VERY careful with a stealth bomber to rat in it though. It works well some of the time, but if you encounter a spawn with elite frigates, do not engage them. A single web / scram usually means death because you cannot kill the frigates and they can tear you apart. |

Avoiding elite frigates is a good idea (either that or 1-2 vollys before warping off). But if you have a MSE, as a proper ratting SB should, most other spawns won't be much issue as long as you keep your speed up. |

Another good choice is an Assault Ship. I have used a Blaster Harpy with success. AB fit, Active tank and a nos, just close in and hit the orbit button.
The Retribution is a perfect choice. AB to speedtank as you orbit, dps will be high enough, and you can get out fast if you need to. I'd take it over a Harbinger for sure, for survival reasons.
Never used a Stealthbomber, but as people say it will be more squishy.
