Then the Devs need to decrease the volume of high grade ores and/or increase the minning cycyle yield of the ores in low-sec. As it is one can make just as much money in an hour minning low-grade ores in high-sec as they can minning high-grade ores in low-sec...roughly 3mil with a barge and jet-can. There isnt the risk versus reward for non-combatant, miners to place them as potential prey in low-sec systems. So basically make the low-sec ores take up less space and or increase the mining yeild per cycle so he can mine more at a time. That will allow one to potentially make more money in the same or shorter period of time than the guys pansies warm and snug in high-sec :) ....j/k about the pansies stuff. I personally would like that since Im an exclusive low-sec miner.

They need to move the crappy 0.0 ores into low sec empire. No one bloody mines them in 0.0, and there is little reason to mine current ores in low sec empire.

I think we need to appeal to more than avarice.
Intelligence and reason does not drive people. Most Kantian or deontologists grudgingly accede this point, though most will subsequently point to the subject of the "calm passions."
People will rest in empire and occasionally make sunday jaunts into low sec even with the knowledge that low sec and the 0.0/high sec border is more dangerous than 0.0 space. It's possible the 95% of the playerbase does in fact visit 0.0 on a regular basis, but simply spends the preponderance of their time resting in empire. I don't have the empirical data to confirm or deny such speculation.
There needs to be something threatening or ominous about staying in empire. I personally can't immediately think of a way to achieve that without concretization of narrative inputs. CCP usually doesn't like that as they most likely fear it will overshadow the bleak, dark vision of their corporate universe.
I think it would be sufficient if agents and concord npcs simply became more predatory and abused players more often. Bureaucracy could affect players in every aspect of gameplay within Empire. Living in Empire should be hand to mouth at best, and the cleverest of business plans should be met with greedy social engineers.

how about highly illegal modules miners could fit for boosting their yield?
cannot be used in 0.5+ cause Concord will kill you but would be a very great benefit for 0.0 miners

whats about that 0.0 talk? we have - Pirate Gate Camper - Alliance Gate Camper
then we got the Pirats and Alliance Pilots who try to shoot you down when you are mining and we have the (nice) NPC Spawns..
And that all in my Barge or for mining fitted Apoc? If i'm not in a alliance with controlled systems - forget it. Its hard to mine and harder to get the ore back into empire - both together is a little bit much for smaller corporations. And i dont talk about the risk to loose the implants? Maybe they should change the system - if you dont shoot back - you can not be podded or you dont loose your implants when you get forced to use you clone ;-).

dont use clones in low sec or 0.0 if u are afraid to loose em. tbh once u get past the choke points low sec is very safe 0.0 is alliacne space. But there are ways to get around taht to if u join a corp that does raids into the alliacne weak spots - keep an eye on the corp wars and alliance wars and the ones that are getting hit hard - u can always sneak in - take a cloaker on every ship that way if hostiels turn up u safe spot and cloak until they give up. As for pirates well if faced with superior forces the mentality is to run away and hide until they can engage on their own terms.
Asteroid spread - more specific roid types - more randomness in low sec and 0.0 in terms of roids that have popped having a chance of coming back as something better or worse.
Comet mining. Otherwise dunno the ore theif marking thing will lead to some interesting kills in empire. They have raised ISK rewards in low sec (the smarter longer playing players are catching on and moving out) rewards in empire have dropped making empire livers move more towards manufacture.
There is no easy fix other than each and every corparation in empire encouraging their members to move around high sec to low sec - market makers and sellers move some assets to low sec (ive recieved evemails about my low sec implant selling on escrow asking me if i brin to high sec they will pay twice as much) and i simply reply back that im attempting to make a market in low sec by reducing prices. If they watn them come and get them i have more than enough ISK as it is.

I spent 5 hours mining in .4 today. CCP's biggest problem with low security is this: .4 space requires you to have a cruiser not even you could do it in a few frigates but a cruiser on your own. .0 requires a battle ship, nothing more nothing less. CCP want people to get out there into .0 and explore or mine, aint going to happen. I was in a ferox and even I'm not dumb enough to take on a raven NPC spawn even once, hell I even had to cover a dude in .4 because he wasn't sure he'd survive a spawn long enough and truth be told he was a little green but that's not the point. The jump from .5 to .4 to .3 etc to .0 is just to great for most pilots to handle and considering most jumps go from either .4/.3 straight to .0 is just silly in my opinion. Everything else you've said Natty, I agree with.. we risk our arses out in .0 mining and get the same as those in .4, kinda crappy considering we've gotta put up with the Alliances, Corps, annoying pirates and the 750k spawns..
That's EVE for you ;)
