Looking around, it seems to me that Merc Corps have died down a lot, am I wrong ?
Is the Bounty System having a negative or positive effect on true Merc Corps ?
I would be interested to hear from you if you are in such a Merc Corp.

If you're seeking to hire I'm recommend looking in the want ads/trades section of the forum, asking for the top 5 isn't going to get you a straight un-biased answer, especially here.

I vote for the many corps and alliances who have sided with Test as the best mercs. These guys don't actually cost you any isk- only promises of something that might happen in the future.

Well i'm not privy yadda yadda yadda but I'd be astonished if we promised them stuff.
Promising 50 different randoms a constellation in Delve hasn't exactly worked out well for Mittani (unless you count the friendship of Sort Dragon as a great gain).

I can't speak for Goon's Dear Leader, but I've noticed it's been quite the common practice at other alliances for over promising allies all sorts of riches at the conclusion of a war. I wouldn't be surprised if many such promises were made between Test and their allies in backroom deals that nobody else knows about and no one will speak of publicly.

NCdot's supercap fleet and the rest of their coalition isn't the kind of support we were hoping for?
I really have no idea as to the diplomancy behind all this, but such is the nature of our opponent that we don't actually have to pay people to already want to deploy down here and shoot them.
I mean Goons paid you guys, Black Legion, to stop wrecking their stuff up north. So BL accepted the payoff and promptly redeployed to Outer Ring where they seem to have spent most of their time camping Goons into their staging system lately.
