tbh, I think this needs looking at asap by the dev team.
I sit for hours at gates, nothing to shoot... I can come to only one conclusion, we have killed everyone. 
Seriously though, how about we spice things up abit in eve. Players can pick 'dangerous space' missions from agents which take them directly to systems where outlaws are... this could be done in real time. The player taking on the mission would be awarded extra isk for bravery, and maybe a bonus for killing the outlaw named by agent.
There is so many ways to work on variants of the above, would be a load of fun.

I saw Tiller sitting on a gate I went through today in his Raven with his flash redness. After I jumped out of the system I started crying uncontrollably and ****ing and ****ting my pants, then I died of a brain haemorrage  ]

This is very common. Our dry cleaning actually appears in the corp wallet under bills payable. The Sisters of EVE handle it all. That's why their stations smell funny.
And never buy a ship from tiller unless he repackages it yet, for similar reasons.

Being a smelly pirate actually adds to the fear factor and thus a successful gank 
Anyway, the mission idea good ?, of course if CCP wish to use this in game, a complimentary rattlesnake in my hangar would be a nice gesture on their part.

Might prove difficult but interesting.
You could 'match' players by SP or length of account or ship types, but you would need to make it a bonus part of the mission as otherwise you get a mission just as someone logs and you are in the ****.
Or you could just forget missions amd reverse the security status - you have to be -5.0 or under to get up to 0.5 and higher and nowhere is safe.
Tiller is an alt.

Some good ideas in that thread but tbh most are over complex. Keep it simple... send guys to dangerous places to do there normal missions for bigger rewards with the odd 'kill a outlaw' bonus for good measure.

..if the rewards are great enough people will always be prepared to take the risk. As it stands, lvl4 missions from where I stand look dull. (not that I've ever done one)
Adding a player element to npc missions is the way forward. Think of them as lvl5 missions (depending on pirate in system of course)
This will be of benefit to everyone...
Mission runners have more fun if they want. Pirates get more targets Pirates get hunted more (don't forget how easy it is to kill a camper) Camped systems get busted Carebears get tempted into using low sec space and developing PVP skills More ships go boom to help stop inflation and the isk mountain
Everyone goes home happy.... well at least some.

The mission would only be optional... If people don't want to take the risk they don't do the mission. Your average 0.4 sec system is almost impossible to 'lock down' without a large fleet... and someone with a ton of stabs and a mwd is almost immune.

Got gate ganked by you. Moved to another region. No more ganks = me happy. No more SNUFF/BNK bank account crediting for me = yay! Maybe the rest of the area's inhabitants feel the same way 
I'd like the idea of bravery missions though, the added risk of possibly encountering PvP situations in low sec when I run agent missions. If CCP would consider adding this to existing agents, that would be great. 
Unless you'd mean this to be some sort of agent missions for PvP'ers looking for a fight? In which case I'm not sure if the idea has merrit. Most people I've spoken to who are older and spend more time online, join up with Alliances and start shooting people there. 
Or are you posting this from the point of a gatecamper wanting his PvE opponents delivered on a platter?

I think the idea of missions against outlaws has promise. though the implementation might be difficult. Something needs to be done to make the bounty hunter profession meaningful, perhaps this could be a tie in?
I also like all level IV missions going to low security. Half the problem with people getting ganked in low security is that they stay in high security all the time and only fight NPCs, then use what they learned there in PvP situations, which fails miserably. There's definitely a need for a protected place where non-consensual PvP cannot occur (and the .5+ system works quite well for this), but the rewards should be very modest there. True rewards should only go to those that venture into .4-.
People can debate fairness and play styles, but there is a more urgent reason for fixing the risk/rewards imbalance of low security versus high that ovverrides them: Lag and the over-taxed secure empire system.

Tiller - camping is supposed to boring. Go do some fun stuff - there is plenty to choose from. Alternatively, move out from Egg and find another system to camp. I believe the word is around. And Oh - I thought Spamy were your Alt.

You are aware that the low sec agents do generate up to around twice the loyalty points and mission rewards of the high sec agents right? Given the amount of time needed to complete individual level 4 missions, the rewards in high sec space are already pretty modest. If you're suggesting buffing the rewards for those of us running agents in low sec then hey, I'm all for it. :D
More adventurous players probably already go to the low security regions to PvE (and PvP). The current system seems to work pretty well to me. The meeker players wouldn't be much sport to these pirate types anyway would they, or do they only really want helpless ganks?

Don't really like the idea at all. Because people will abuse them by finding people instantly and blobbing them quickly. We have location agents that people hardly use to find and engage pirates due to the lack of anti-pirate corps. Even then I guess by the time they get there. The pirate is 10 hops away and your location agent is 20 hops back.
To the problem with noone to kill. That might be because you're in a alliance. I dono your numbers because I'm to lazy to look. As a pirate I couldn't see why you would form a alliance for more friends. Which means less people to kill or whatever. But I'm sure you have your reasons (Arn't you roleplay alliance?) You also really don't seem to get it either. Not to sound mean but there is plenty of targets out there. Majority of them are in 0.0. Which of course are other alliances. Which might be a problem because engaging in another alliance might bring more war to your own alliance. Which leaves less targets even in 0.0. If you want some advice on finding more targets. Then head to 0.0 as well sticking to low security empire. To many alliances with mining divisions in 0.0. I can't count all the ones If tracked that had many indy's running solo from one mining point to a POS/Station point. How good it would be to intercept ships that do this. Why havn't you?

I did my part to increase the noob respawn rate yesterday. Had my Itty IV run head-on into Elfen in 0.3 space. I'd a clue that a pirate corp had claim to the system, but ran through there multiple times without incident. Went to lunch and ran an errand for my sister and came back to find pirate 2nd shift had clocked in 
Thought at first I wasn't gonna be allowed to leave with my newly minted Ibis, but a few Yarrrs! back and forth and a moment of quiet for the rum that had gone up in my Itty's fireball, and all was well 
So, um, Tiller, come up to the Caldari southern borders and I'll see what I can do about the noob respawn rate for you.
