So there is this player who likes to hang out in a low sec system that my mission agent seems to want to send me to a lot. I have been watching his kills and know he likes to fly a Loki solo. He does get a fair amount of kills and he is solo in this system a fair amount.
I have noticed he likes to wait till players are busy in a site or mining before he engages. Or he will catch people on a gate camp sometimes as long as he knows he has the upper hand.
Me and my friend would like to get a clean kill on the guy, we each run 2 accounts. we have one account can fly indictors , command ships mimmy or caldari. account two is Tengu or T2 caldari frigs or cruisers.
Other would be a Loki last would be gal hybrid ships. What is the best set of ships we could use with best chance of success of a kill?

Get it your mission running ship but fit it with a point and a web. Go to your mission and have your friend log off in that mission site with you. When the Loki pilot shows up, you friend logs on and you point the Loki and before he knows what happened, he'll be in a pod. |

You can also do it this way, first to jump and make him take the bait should be a more tanky 'bait' ship, it doesn't need to have high dps, instead use the PG to fit it with extra tank, like two plates, or one 1600 plate and resists mods or one armor rep. a T1 cruiser should do fine (Rupture or Thorax are good options).
Do it on a gate if you can, then you'll have gate guns as well to help you (but, then you also have to finish it in 1min because he can deagro and jump if he gets scared when the other ships jump in, and Lokis can be very tanky).
So he attacks you bait ship, and once you have scram (not disruptor) and web, the others jump in. More webs. Have a web on every ship. Hopefully he continues attacking your bait ship killing it slowly, but he's good with stress situations he'll switch once the others jump in.
Get in your optimals and overheat your DPS. The other 3 ships should have relatively high DPS fits. If its T1 cruisers give them a couple damage mods each (like Gyrostabilizers for Autocannons or Magnetic Stabilizer for Blasters), a gank Thorax would do you good here, as he will be tripple/quado webbed and your dps will land fine, an AB ganky assault frig would be fine as well.

But 4:1? By doing that you're just giving that Loki dude more street cred, as it's taking more of you to kill him.
Clean kill is like a healer killing a rogue with the best weapons in a really botched attempt to kill me, 1:1 (which I did with all but 7k DPS).

As said already, bait ship tanked up and then web him and then high dps glass cannon (talos, tornado) Forget about being "clean" or e-honour etc it's playground bully mentality.
He does it because he can and there is no come back and soon as you give him a spanking back he will find easier prey to hassle. erm 100mn tengu, pilgrim with tracking disruptors, tracking speed scripts. most solo loki pilots aren't actually solo at all. make sure to check info on everyone in system before fighting him to see if he has buddies there. |

Hidden tackler - something like a recon parked near you to tackle him. A hero tackle fit SB can work but that has far more risks due to how thin-skinned they are.
Loki = TD's to neutralize his guns then melt him.
4 ships shouldn't be needed and 4 in system may make it a bit obvious - especially if 2 or more are from the same corporation. |

This is not WoW. Stop talking about WoW; it makes you look silly. Things are different in this game, which is, in fact, older than WoW and has its own separate culture and ways of doing things.
I mean seriously, I too have played WoW for years and I understand that it is the most popular MMO in the world, but that doesn't mean that every other MMO's gameplay has to be compared to WoW's. Especially not EVE's, ffs.
4:1 taking out that Loki wouldn't give the Loki pilot more "street cred". The pilot would be short of a Loki, is the reality of the situation in this game, and the winners would have a sweet killmail.

Prepare for the possibility that he could be fit with a 100MN AB, so best use two webs on the bait ship and have an AB.
And log out the second ship a long time before you start baiting, at least one hour. So he does not make the connection if he has his alt watching the system.
Btw, does he use a cloaky Loki, and what ships do you fly that he kills with it? Lokis generally have poor damage so I'd assume that he attacks only weak ships. May be hard to get him to take a bait that can actually survive long enough for the backup to log on and warp in... . |

WTF? How long have you been playing EVE? No, it is not against the rules. Happens very often. There are several pretty decent HS 'PVP' alliances which do this on an almost daily basis. |

OP, i think you are overreacting. if you want to run the mission, just go and do it. if you want to kill him, forget it. he wont engage 3 people or more on a loki, so you wont get a kill unless you do something gimmicky like a log -on gank, and that's a crap advice... because you will turn the local lowsec pirate into your sworn enemy if he loses a ship to such shenanigan he will gank the crap outta you, forever.
if hes territorial, he will probably be gate camping. that means 720mm loki split into EM/Phased plasma, or 650mm, either one with long webs, long faction point, prop and sebos. so the moment what he shoots at doesn't pop, he will start burning away or simply warp off. specially if suddenly 2 or more people jump in system.
if hes really territorial, and wants to stay on grid after a volley best way around it is to get one alt on a celestis, put a cloak on it and 3x range damps + SEBO. lose the gate cloak, instalock, loldamp. then you and your buddy just warp to mission, while you move the alt to a safe. just don't smack talk in local.
he will get at most one volley on the celestis, before starting to ***** in local. considering a celestis can get upwards to 40k ehp, there's no way he can kill it.
if he wants to probe you down, he will either refit to 425mm, dropping long point for scram and sebos. OR drop sebos for a second long point and kite with the 650mm. that's assuming he will stay on the loki. (not likely)
if its the first, have you and your buddy drop ecm drones at the same time and jam once hes really close, or if stays 650mm, burn towards him for a moment, then drop ecm drones and burn in the opposite direction to shake the point.
both scenarios end with you and your fleet mate making it back to high on one piece, just make sure he agresses first. 
and for ships, run the mission with 2 canes, drakes, or ruptures. those ships can field a full wing of light drones and fit for RR, with a mean local passive tank. and, unless you go leeroooy and pull the whole room, they are more than enough to do a lvl4. |

Low sec: he doesn't care about nullified sub
Did you check his fits?
He's probably using the common cloak 5 425mm XL-ASB or Faction.dead space large shield booster, or the armor one with web bonus, you need to know this first before you make your set up to get it.
Since you can fly caldary, the heavy interdictor can be a very tough prey for it or even kill it depending on previous points, a 100MN Tengu with CN scourge or thermal + faction point could eventually be enough to get it as long as you aren't double webbed and he manages to gtfo of even kill you if you do it wrong.
You clearly need to know exactly what possible fit you're facing, admit eventual OGB and Implants and only then build your set up on a kill or die way.
Edit: if you can fly Gall Hybrid ships an XL-ASB, or light armor tank/AAR Vigilant will eat it alive if you do it right. *removed inappropriate ASCII art signature* - CCP Eterne |

To the OP, don't go for him at a gate, a mission running BS trap with a scram would be the best bet I think |
