Hi,
even though I've been in EVE quite a while, I have only recently started to look at the numbers a bit. What puzzles me, is the Afterburner and its so-called "Max Velocity Bonus". Maybe somebody can help me here, what I'm missing.
To start with, I'm currently flying an Ishkur, a few numbers:
The Ishkur itself, for reference, has a base Max Velocity of 250 m/s. Adding my own skills / implants, i have a regular cruising speed of 309 m/s. If I hit the AB, max velocity increases to 553 m/s.
Now my Cold-Gas Arcjet Thrusters say that they have a Max Velocity Bonus of 132 % (taking all skills etc. into account). Now I'm lost. If I add 132 % to the Max speeds, I get to anything but 553 m/s:
250 m/s * 2.32 = 580 m/s 309 m/s * 2.32 = 716 m/s
What am I missing here? Does ship mass factor into top speed? If yes, does the actual cargo load also influence this?

No, the cargo doesn't matters.

You're missing the fact that ship mass affects the acceleration.
Ishkur's mass is 2M. The 1MN AB gives 1.5M thrust and adds 0.5M to ship's mass. Thus it gives effective 132%*1.5/(2+0.5) = 79.2% additinal speed.
309 m/s*(1+0.792) = 553.728 m/s.

Originally ABs and MWDs didn't add to mass, but then oversized ABs (100MN AB on cruiser, 10MN on frig) were just a bit too good, giving MWD-like speeds with no sig increase, so it was changed pretty exactly a year ago. Nowadays all ABs and MWDs give 1.5 times their rated thrust, but they also add 0.5 their rated thrust to the mass of the ship.

Also, this means that if you want to try to get the fastest ship possible, you should also consider how much mass it has. If you have a ship with a higher mass and more base max velocity, you still might be able to go faster with a MWD / AB on if you use a slower ship with less mass

You can fit one pretty easily with a MAPC. Its not very effective though, with the Kestrel's high mass. - Proud member of the [23].

This is exactly what I use for belt-rat hunting. You just need to get the right skills up. Here's my setup, as far as I can remember.
Hi: 4 rocket launchers Med: Med Shield booster, MWD, Cap Recharger 1 Lo: Nanofibre structure, Capacitor thingy (can't remember the name; gives +20% to cap recharge, -10% to shield boosting)
With this setup, you can run the MWD all day long, close in on the belt rats at 1500 m/s, then shred them with the four rocket launchers. If your shield gets low, just fly out of their range (only takes a few seconds) recharge, then fly back. No warping out. The whole setup, with Kestrel, costs about 300k so it's very disposable.
