I think you may want to rethink your wants...If this is for Nullsec, I don't think a Legion can solo any Nullsec Sansha sites other than the 7/10. With your fitting, however, I highly doubt you will be able to solo the 6/10 due to the overseer having a stupidly powerful tank (It took me almost an hour with a Harbinger loaded with Scorch, T2 Heavy Pulses, 3 sinks and 5 T2 Hammers) when my Legion wouldn't get the job done.
If its for lowsec, you may want to rethink the fit and know that one advantage of T3s is that you can refit subsystems on the run. In terms of T3s running Sansha and Blood sites, the Legion is superior to the Tengu in the damage department.

Scout in a cov ops ship (preferably scan frig so you can scan the plexes), then bring your legion in and kill stuff before the baddies arrive) |
