I'm saving to upgrade to a cruiser for mining into secures (hopefully to speed up the ISK income to afford a couple of battle cruisers).
What would you say is the best mining cruiser for Minmatar ?

If you use drones, rupture. If you don't use drones and don't intend to train them up, stabber.

The Rupture is far more valuable to a miner for the drone space; the extra two low slots are partially mitigated by the 300 vs 420 (on Stabber) base cargo.
However, both are inferior to the Gal Cruisers (Vexor and Thorax), significantly, in mining output.
The Vexor is the Cruiser 2 (skill), as is the Stabber, but has twelve times the drone space, 480 vs 420 base cargo, and an extra low slot. The Thorax (Cruiser 3) has three times the drone space as the Rupture and trades a low slot for a fifth BEAM slot.
Unless you're going to be using external (i.e., non-solo resources) to jump into a BS, I'd recommend going GalCru3 just for the fifth laser.

rupture is best 600 drone cargo good for 6 harvesters. 4 mining lasers. also equip a good servey scanner and some speed boosters use youre low slots for cargo expanders. if not in safe zone always ad an shield booster you never now when they come to get you 
thought he was a chicken but chickens dont run that fast

as a minmatar you go fore rupture fore mining and staper fore hunting,rupture is slov but strong ship but staber fast

For pure mining the Bellicose is damn cheap and has the best minmatar drone capability. I love em. Looks better than the nail gun Rupture. However there is no sham in flying the ship of our allies, the Thorax. Unless of course you have a problem about your 'ahem' size.

been using a rupture for a long time to mine, great miner. The stabber I have is now outfitted for running erands, its great for the speed it has. Mammoth is great for afk mining in a belt that doesn't spawn, hard to find but they are there in other places besides 1.0 space. SNIGG is now officially open for business. Rupture is a warship. It can be used as a mining vessel but quite frankly that ignores its versatility as a warship.
With its 3 launcher option, it can go baby missile boat. With its drone space it can become a baby drone carrier. Its low slots can easily be used to boost its damage output with turrets, extend its reach, render it extremely difficult to jam or make it almost as fast as a rifter for slash attacks.
Turning a rupture into a mining vessel is possible. But it's like trying to make a Ferrari into a family vehicle. You can do it. But there are better vehicles suited for it and it just feels uncomfortable

The same thing can be said for the Stabber and the Bellicose too. Would it be a waste to turn these fine fighting ships into a simple miner?
Frankly I don't have any problems turning fighting ships into mining vessels to make money. So long as they help make you a lot of money they help pay for their cost.
I know that because I got a Thorax which never killed a single ship in its life but has made me millions and millions as a miner. Instead I prefer to go into combat using a level 2 cruiser like a Celestis or Stabber, mainly I would rather lose a cheaper ship than a more expensive one and because mainly I also believe its the pilot that really counts.
I think the Scythe makes a good entry level mining cruiser if you feel the more expensive ships are a waste to turn into a miner. It isn't the best, I think the Rupture is it, with the Stabber and Bellicose being close behind.
I also think that I don't believe in playing "race" when it comes to your mining-industrial capability. Many non Minmatar had no qualms voting the Minmatar Probe as the best mining frigate (I used one myself). You want an Indy, get an Amarr Bestower for sheer capacity. You want an entry level mining cruiser, get a Gallente Exeqeror. For a fraction of the cost of a Rupture, the Exeqeror can summon four mining lasers and a whole host of mining drones to generate the same output. However, if you can get a Vexor for a price around 500K to 1 million more than an Exeqeror, get the Vexor instead.

I've used the Rupture before, it's excellent even if you don't have drone skills.
