how does a person go about getting missions from a 2.0 agent?
i have a level 16 caldari navy command agent that i have worked up to a level 3.0 standing with, but when i go to a 2.0 agent, they tell me that i have to be reccomended by thier subordinates...
how do i become eligable for higher ranked missions? i need to make more money!!!

Train the social skill to level3, then "Connections" to level2.. I bet u can get level 2 missions then :) Both those skills boosts your standings with agents. There's also a skill that increases the amount of ISK you get paid by 5% each level :)

so, the only way to move up through the ranks is to train a skill? all the work i have put into my particular agent isn't going to help?!

Every mission you complete with an agent increases your standing towards the corp you do missions for.
It's just that with those skills trained you get a big "bump" upwards plus better standing increase per mission.

What is your standing with the Caldari Navy? I'm willing to bet that it's under 2.0. That 3.0 is your standing with that particular agent, and if he's the first agent you've worked with for the Caldari Navy, his standing is going to be a heck of a lot higher than the Caldari Navy's.

GC13: yes, that is true. my standing with the agent in particular is 3.0 the caldari state has a standing of 1.06 towards me, and the caldary navy has a standing of .38 ...
so, what is going on? the only faction i have ever done missions for are the caldari navy... how is it that thier standings towards me are the lowest of the bunch?
what do i have to do to raise my standings with the state and the navy, so i can finally start making some real profits?

Because when you completed the tutorial, your faction standing with the Caldari State was set to 1.0 (enough to let you use any level one agent in a corporation loyal to the Caldari State). Your agent standing goes up incredibly fast, your corporation standing goes up slowly, and your faction standing increases glacially (only after every sixteen missions do you get a mission that can increase your faction standing). So just keep going, and your Caldari Navy standing will rapidly outpace your Caldari State standing.
Oh, and it'll take... What...? Maybe a hundred missions with Caldari Navy to get to a 2.0 agent. Once more into the breach!

Well here is a short note, you can read more in the missions forum or the tutorial.
Personal Standing - This is the fastest to raise and is almost meaningless. This does increase the effective quality of the agent but that doesnt mean to much in the long run until you hit L3 and L4 agents.
Corporation Standing - This is in general the one you want to look at the most. How does this NPC corp view you? When you finish missions for agents in the corp this will go up. It is not as hard to raise as Faction standing, but goes up much slower then personal standing.
Faction Standing - How does this Faction (Empire) view you. This is very usefull as a high factoin standing will let you work for ANY corp within that faction. Unfortently this is the slowest to raise and only realy goes up when you do important/storyline missions.
As stated below, Connections skill is by far and away the fastest way to get to higher level agents. With Level 4 it gives you a very noticable boost and will let you all but skip level 1 and most level 2 agents. You could be doing level 3's within a week if you train right, though you may not have the ship or experience for it. ;)
Every time you finish a mission your personal standing goes up a lot, corp standing a little bit. When you do Storyline/Important missions you also gain a bit of faction for some groups and lose it for others.

You can save yourself some legwork.
If you "Show Info" your current agent, next to the picture of them is their npc-corp logo/insignia. Clicking on that logo brings up information on that corp.
Now find the tab labeled "Agents" on that corp info panel and you will be shown every agent that represents that corp, along with their level and quality. They will be broken into who is Available and who is Not Available to you yet (and by Division)... and best of all it tells you exactly how much standing you need with that corp 'til you can use that particular Agent.
