I have read the prev threads, but hear a new rumour the the "warp to 0-15km random" thing will be in RMR.
Could we have an offical, Yes, No, Not Telling please.

1. Warp to 0-15km is a good thing that everybody agrees with. 2. Removing instas or making instas slightly random is something that needs discussion.
So why not do just option 1. and leave instas as they are? This will mostly remove the need for instas in the majority of High Sec. Its a Double Win.
I mean, who are we trying to kid here? If you want to kickstart the eve economy, we need better distribution, which means faster and safer gate travel. The only thing stopping the population of eve visiting 0.0 is that they perceive being instaganked before coming out of warp by some warp-aligned guy with 8WCS's smartbombing nonstop at a gate. This would pop all non BS insta users and it is the real reason why people are not in 0.0. --- Order Now!

Just to clarify, it was not intended as an RMR feature in the first place.
It is for much later down the line, and was only on sisi to test quickly before further development was undertaken. ------

Yup, am aware of that and read TomB's post about it, but I hear that it's already coded for RMR anyway and wanted an offical reply.

They're already randomilised. Where you used to be able to knock one ship out of a position coming out of warp to a special made bm (the 10km/s bump) you are now warping to a point in a 3-4km bubble around the bm spot.
