Which rats are the best bang for buck? and what kind of space do they like, or is it all random.
i hang out in 0.4 space where Sancha rats pop. most are 12,000 to 14,000. the Jugernaugts are 55,000isk at best. loot is standard newbie fair. ocasionally the odd X5 webby will drop.
.4 should have bigger harder faster monsters.

Well obviously 0.0 is best, for the huge multi million bounty spawns which drop billion isk loot. Those are rare of course, but the regular Battleships are 500k-1.5m each. Cruisers are up to about 110k each in 0.0
For Empire only when I was in Serpentis areas (Gallente, 0.1 space) they were up to about 100k each for cruisers I think. Incidentally I once got a Shadow Serpentis faction frigate spawn, who dropped a nice +2 Snake implant.

You wont find fun rats until you start to enter 0.0 regions. I enjoy Angel Cartel npc's the most though.

Ha alot of 0.0 right near empire has pretty lame rats mostly cruiser and frig spawns. Once you get in a little farther you start to get 500k bs and it gets better the lower true sec stat you go.

I saw some 700 000 ISK bounties on serpentis cruisers in 0.1/0.2,they were called Elderly Guardian I think.

ive seen 550k officers in 0.3 not that common tho

I once found a 30k Dread Guirista (Bantam) spawn in a .6 system. Do I win?
