I can't see how the long-range PVP cruiser (caldari, mainly) will ever compete, solo, against something like the brutis (post nerf too). because they're great at long rance, which means that if i'm winning, you're gonna run away. i can't scramble you. but in a rax, you can scramble me, and i can die

Maybe a module that warp disrupts for .5 points at a longer range than 20km, maybe 30-50km, for slightly more cap than a disruptor. You would need 2 of the modules to keep even a non stabbed ship from warping at a heavy cap cost.
This would be crazy on the new EW cruisers though... Scrambling from max sniping range.

Never, you canŠt keep distance anyways. The caldari cruisers are (insufficient against high damage ships) tanks with very long range. All they can do is control space by forcing the opponent to warp out.
For the moa it was discussed in this thread. And all they did was messing around with the tanking bonus and fitting values...
At least the caracal got a medium slot (like the cyclone, not caldari but the same problem).

simple, all races have a cruiser that will work up close, long range cruisers are for sniping frigs or for with groups

Solo pvp in a cruiser(unless it's a HAC) or bigger is nutz unless you are sniping in a bs. Inty's a better choice. An inty can easily vape a tech 1 cruiser(if they know what they are doing and have the skills), or get away in situations where you _will_ die, before they even get targeted in a lot of cases. It's a rare moment when PvP is one tech 1 cruiser against another unless it's pre-arranged. It's not really even a valid point to worry yourself about.
A tech 1 cruiser is a death trap when you are solo (unless in travel mode with WCS, not looking for a fight). They are best as anti-frigate support in a balanced fleet.
Comparing it to a brutix isn't really valid either because the brutix is a battle cruiser. It's between cruiser and BS. Your outclassed there. Brutix can tank better and deal more damage.
A ferox and brutix are nearly even, if not exactly. Me (with my combat alt) and a corpmate were testing them on the test server and they are an even match, though I ran out of cap before he did. We did almost equal damage and managed to tank each other for around 5 minutes before I had to give up and bail. He has better skills... so I'd say it was even between the two ship types.
Even there, battle cruiser for solo pvp? Hope your insurance is paid up LOL.
hope this helps...
