iam farely new and have a new Bruitix!! I have most skills but iam totally lost dont know If i should go ong or short range and need help as to what mods to put in thanks anyone who reads this!

Being relatively new, you should (IMO) go for long range.
In the lows, fit a medium armour repairer, a cap relay and two cap hardeners. You may also like to fit a small armour repairer II.
In mids, go for an afterburner, 2 cap rechargers and a stasis webifier.
In highs, fit as many 250mm railguns (~4?) and then fill the rest with 150mm rails.
Then, use 4 heavy drones in your drone bay.

After patch the Brutix is getting alot better. I'd go for 7x 200mm railgun, 1mn Afterburner, web, 2x cap recharge, Med armor rep, 3x armor hardeners (depending on what you are up agianst) cap power relay.

7x dual 150mm rails
1x Webber 1x AB 1x Tracking Computer 1x Cap Recharger
1x Med armour rep 2x Mag Field Stabs 1x Tracking Enhancher 1x CPR
4x Wasps
This is designed to dish damage more than take it, the tank is there basicaly to keep you alive while you warp but tech II'd this setup can really punch hard. Toil up with Tungsten and you have an range of 40k antimatter gives you 25k

I hate to spoil anyone's fun but there is absolutely no way you're going to get 25km from Dual 150s even with all your gunnery skills at lvl 5 using antimatter.
I use exactly the same setup you mentioned and I get an optimal of around 8.5km with antimatter, and if i start firing from 20 - 25 km all i'll be doing is scratching the rats. 
However my setup is only slightly different:
High: 7 x Dual Compressed Med: AB II, x5 web, target painter, cap recharger Low: Med Rep II, nano II, regenerative II, pdu II, 1600tungsten Drones: 5 x Valkyrie, 5 x Infiltrator (Exp and EM damage)
I can swap out a hardner to put in a damage mod, but now i have rapid fire lvl 5 I don't need to.
To the original poster, if you want more range then you can go for 200s or 250s depoending on your engineering and weapons ugrades lvl.
Ultimately there will be ships that will always catch you and so I've settled for duals because i can hit targets that web me at 10km with ease.
Blasters can leave you very vunerable unless you have a full complement of drones to help you out.
Train your BC and mechanic skills to lvl 4 if you can, and then do the same for your navigation so you can get some speed 
It all takes time dude, but after the patch the Brutix will have more grid so you'll be better off when it comes to fitting bigger guns if you so desire.
Just have fun and try as many differnt combinations until you become comfortable and accustomed to your own style.

Win, apart from a slight correction. Or, switch the 200mm for Heavy Ion. Its interchangeable, and while you lose range you gain incredi-damage and the advantage of being able to confortably kill battleship spawn up to dual 2m and above in 0.0 - in RMR, ofc. ------------- Where are the missile damage implants? ;)

I regualy hit at 25k with anti matter but I have got a tracking puter II and a tracking link II fitted both boosting my optimal to about 15k with a fall off of 12k

Its called tracking enhancer II and its incredibly good for boosting your rsnge (the comp is better for boosting tracking though).

I'd drop the plate. Imo, not worth fitting 1600s (too much mass) and adaptives > 800s when you have 3000+ hp and a tight fitting.

I usually pown in my rightei#ous fury those who dare oppose me in these forums but I think keep is right here , I am supposed to be posting for RMR and have not taken into account half the changes... Indeed with the extra point (hp) the 800 plate would probably be < than some more hardening or extra mfsII or something.
Also on the blaster set up I started writting it with all mfsII in mind, then I remembered the stacking thingy now and mummbled whateva for the rest of the slots... Still I wouldnt use a gank set up with less than 3 mfs and caint see a good tank with 2 slots... I d say perhaps do a half arse tank (2smal repsII or 1 marII 1 expl hard?) and use 3 multis or 3 damps or 3 disrupts or something in mids??? (thats assuming you know someone else is scramming and webbing)...
On paper atm I am having trouble with the idea of a gank set up for RMR on the Brutix...
And now some criticism for Keepi : (a) Dunno if the 7.5% bonus will mean all that much on relatively unhardened armour (b) its for example next to useless on Moa -pre RMR- (c) dont say ewwwweee man, write down the improvement. Anyway you were righter (sic) than I was ...

Of course I meant armour hardeners. :p
The brutix is a reasonable ship for level 3 missions, but i feel that fitting it for short range before RMR (and it gets a nice boost) is a little risky for a relatively new player. :o

4x250mm's 3x150mm's ab2, named webber, named cap recharger 800mm plate, 3 hardeners, medium armour rep2
Fit all that and lvl 3's are good fun and alot cheaper than running them in a BS though what do i know i thought catalyst was good fun for lvl 2's 
Oh and train up those capacitor skills too cos brutix tends to run out pretty fast
