somehow adds to modules resists.... if you use hardners sure why not. if you don't they are useless.

No I actually had the same question the wording on the skills is a little weird. It says 3% for active hardeners per level when module is NOT activated? For passive its 5% per level.
So does this mean that if i train all skills to level 5 and use 35% passive hardeners it would be better than the active hardeners?
And with the active hardeners if I just train the skill and not put any hardeners on will it add 3% per level?
Very confusing...

I'm Caldari, so i speak only for the new shield skills.
The new "compensation" skill are virtually useless for tanker.
The only "real" bonus is: +5% to passive hardener resistance. But this mean that if u have a T2 mounted (37,5%) the boost is 5% of 37,5 per level.
All the other bonus in the description are simply crazy. To gain the famous "3%" bonus, u HAVE TO equip an active hardener and keep it INACTIVE! The skill does not work if u don't equip hardeners, neither if u have the hardener equipped but active. If u activate it, the skill bonus is NOTHING.SIMPLE! Assumed a shield tanker always equip active hardener to USE THEM, u don't need those skill at all.
As i said above, if u love passive shiled resistances, and u want some few point of resistance added (but really few) u can train them.
Even if it seems weird, that's how the new skills work. 
The skill does not work if u don't equip hardeners, neither if u have the hardener equipped but active.

The skills are fairly useful for those builds where you put energized nanofibres on ships to conserve cap. Contrary to popular believe active hardners suck a lot of cap out of frigs.
So in the end, they're good skills for frig pilots, which is needed now that we have omgmissiles of wtfpwnfrigs again.
For anything cruiser-sized or bigger? Don't bother....
