I am a pirate, and wouldn't want to be a bounty hunter. Taking on the life of a pirate you accept certain responsibilities and drawbacks. Being a pirate means flying the black flag (Mines Red actually, hence my handle. Look up what a red flag means if you like.).
By flying a black flag you renounce any alligances to any country and possibly to all other man (like myself). By renouncing that alligance, you also renounce their protection of you.
I feel it is very foolish that I am allowed to go killing and plundering, and then after popping a few other pirates Concord loves me again. I mean, a murderer who kills other murderers (like myself) is still a danger to society. I accepted the risk of now being allowed into higher security space and being an "Out Law" when I took on this life style. Being a Pirate is a "Life Style" not just a "Career" choice. Once a murder, always a murder.
Ok, ok.. so.. here's my idea. This whole thing about being able to shoot people who take stuff from your can, I really like. I think that's justice, and while I am a pirate I believe in my own form of justice. (What's mine is mine, and whats you can protect is yours.. otherwise, it's mine. Hey, that's space. The west was wild, and so is space. It's a new fruntier thing. Or the open ocean, or in this case open space.)
Concord, in concord space, has taken on the task to help the weak protect what's theirs. The Galactic Space Police. I can accept that. That's good for them. However, as I see it they are just another corp. A big one, but just a corp non-the-less, and so I have come to terms with this. (Then again, aren't cops just another corp or gang themselves? But enough about that.)

I feel that someone should be able to collect a bounty on a pirate in any space. Why would CONCORD hold a bounty on them, and then let them roam around where they can resupply and cause more pain for the people they're supposidly protecting? If Concord controlls the bounties, then they know the person has one, so why not allow someone to collect it? (Cause they want to keep the ISK growing interest in their accounts, that's why! (JK))
So, unlike my previous recommendations of having concord shoot bounties on sight. At least allow other players to. If the pirate comes strutting-in, in a battleship and all the newbies are in small ships and can't take them down so-be-it. Or, maybe the pirate should invest in a cloak ship for resupplying. There are ways around it. So pirates would have to get creative... and that's the point!
Beside, pirates also have ways of resupplying besides going into high sec space. Lets keep us bad guys in low sec space, living outside of the carebare space. We live on our half of the galaxy, they can live on theirs. And when they cross over.... well, you know the score.
