I doubt it, the chinese have their own server (local laws/censorship) and so any assets gained by chinese players can't be transfered to the international server.
So more likely than not that this site is either scamming people (very likely) or is running the mining bots that plague ice sites. |

It is very odd that their URL redirects to nikefashionstore.com. I am trying to find any ISK selling there, but can't find any there so far...
