Hi I currently use 4 heavies and 5 lights (for fast frigates) Are there any better setups that are both effective against large targets yet have the ability to switch over to lighter targets (because sometimes webbing fast frigates doesnt work)?

I'm having the same problem with my domi. Just replace 1 heavy drone with 5 lights (in your bay) and when you need to kill frigs, use them and return. Its very effective.

I second that strategy. Carry a squad of lights for anti-inty work.
I recently (post-RMR) lost my first dominix ever due to my heavy drones being unable to eliminate a mercenary wingman who was warp scrambling me. (I had one x5 webber activated on the wingman)
Going back later and experimenting I found that with my moderate drone skills (~1mil in drones) only the light drones managed to actually kill the wingman.
Regular NPC frigates mostly still die just fine to my heavies. --

Miphor, that may be due to a bug I also experienced when ordering my heavy drones to attack a webbed target: they refuse to shoot (or do damage at least). Lifting the webbing solves this problem.
Another possibility that I'm recently exploring is taking 4 heavies for dealing damage and a Berserker SW-900 to web them, and that seems to work a treat.

Actually, Berserkers SW do not worth the capacity the take in your drone bay : there are not efficient enought to significantly slow something one their own, at least 3 of them are needed to get some decent result.

Has anyone thought of adding to the tank by using repair drones. It crossed my mind but i haven't tried it yet?

You can't lock yourself, therefore you can't repair yourself using them either.
