So I have an Apocalypse Navy Issue. This ship costs a small fortune (to me) so I really don't want it dead, therefor I want to armor tank it heavily.
It has 8 low slots (good for tanking), 4 mediums and 8 high. Seeing as I am Amarr, and the ship is too I want to use 8 pulse lasers, so I'll need some capacitor heavy modules too.

what are you using it for? If its pvp then you will lose it at some point , if its for pve then look what rats you are fighting and tank your ship accordingly.
If you are missioning then you also might want to consider using http://eve-survival.org to see how much of a tank you need and what to shoot in what order. |

Not being nasty, but a 2-week old character in a battleship is asking for trouble. Your support skills are going to be terrible if you rushed this fast into a BS, most likely result of taking that ship out now is it going up in a ball of flames.
Stick the apoc in your hanger and admire it. Go back to a battlecruiser (or maybe even a cruiser), train your support skills up, fitting skills, gunnery skills and get the piloting experience in a smaller, cheaper, more forgiving ship. |

Piloting 101, rule no. 1: Don't fly what you can't afford to lose. Your comment suggests you're not ready to sit into a battleship at all, much less a navy one. |

I want to tank NPCs for now, so I guess I need armor hardeners for that type, and plates(?) and a repairer. |

Seriously, fly something smaller (and cheaper) while you train up the skills to fly a battleship, not just the ones required to sit in one. Smaller ships will also give you experience in fitting (no, you do not want plates, hardeners and reppers)
If you can't afford to replace that ship, you shouldn't be flying it, especially with skills as low as yours will be. You should be able to fit a full T2 tank before you consider flying a battleship, especially a navy one. Amarr ships need very good capacitor skills. You need good gunnery support skills. You need drone skills. |

You don't need a plate for PvE.
There are three ways to do the nAPOC, each with their own advantages and disadvantages.
1. Shield tank max gank boat. 2. passive capacitor recharger. 3. HCB boat.
All three feature an active 3-4slot tank with specific resist modules that change from mission to mission.
Here is an example fit to aim/train for, this variant is against Sansha. It might give you some ideas.

As a prestige ship which is never going to be in dangerous situations (but wants to survive if it does) your fitting considerations are different from those required by other applications...
You won't need significant highs - any old laser will do, though in some cases it's best to use larger lasers so that you don't accidentally find yourself tracking your own drones and blowing them up on Jitacam. Some will suggest that all of the guns are the same, so that your rainbow is as coordinated as possible, others will suggest mixing them all the way from high ROF frigate pulse to Tachys so that you get the most variable spray possible. YMMV.
Your lows will be tank, all of them... Hardeners for Explosive, Kinetic and Thermal, an EANM and Damage Control for resists and then either a single 1600mm plate, Large Rep and Large AAR or (preferably) a pair of 1600mm plates and the AAR. They should provide you enough tank to hold off assault until you can get clear or dock unless you're dealing with quite specific attempts to suicide you. They won't proect you from everything however.
The mids are fairly free, you will want an MWD, both to cut your time to warp and to make avoiding continuous bumps more viable. You will probably also want a Large Cap Booster - though maybe it's overkill...
Or perhaps I'm taking the Prestige ship thing too literally...
